Set approx. 100 temporary 12” x 18” white plastic adhesive ground targets for the LiDAR <br />data collection throughout the project area, including on private parking lots and interior <br />roadways. <br />1.4. Locate utilities within the project area using observed evidence along with the “Indiana <br />811” service and a private utility locating service. <br />1.5. Locate and detail with elevation inverts of the approximately 230 existing storm and <br />sanitary drainage structures within the project area. <br />1.6. Establish a horizontal datum of INGCS St. Joseph County coordinate system by using <br />terrestrial traverse observations and GPS static observations incorporating the “INCORS” <br />network. <br />1.7. Establish a vertical datum of NAVD88 by using GPS static observations and a bench level <br />circuit. <br />1.8. Set (12) horizontal control points and (12) vertical benchmarks with references. <br />1.9. Research affected property owners, obtain mailing addresses, and send survey notices to <br />all. <br />1.10. Utilize existing St. Joseph County GIS parcel layers to represent approximate boundary <br />lines within the project area. <br />1.11. Provide utility contact list. <br />1.12. Provide an electronic CAD drawing containing one-foot contours, topographic survey <br />linework and surface model. CAD file shall be AutoCAD, Civil 3D format. <br />1.13. Provide Survey field book in PDF format. <br /> <br />2.0 MAJOR SUBDIVISION – to be covered in future amendment <br /> <br />3.0 WATER RESOURCE UTILITIES – PRELIMINARY DESIGN <br />3.1 Develop a base map from provided utility data and survey data that is collected. <br />3.2 Conduct an early coordination meeting with City of South Bend staff and Indiana <br />Department of Environmental Management (IDEM) permitting staff for water and sewer <br />extensions. <br />3.3 Develop relocation/replacement plan for the following utilities: <br />3.3.1 Sanitary sewer, including any combined sewer within the project corridor <br />3.3.2 Drinking water <br />3.3.2.1 Estimate current and projected demands from proposed buildings <br />3.3.3 Storm sewer <br />3.3.3.1 Review the Downtown South Bend Stormwater Plan report and model(s) <br />prepared by McCormick Engineering. <br />3.3.3.2 Review effective Flood Insurance Study (FIS) report and joint probability <br />analysis to verify anticipated tailwater conditions at proposed outfall point.
