Vance June 17, 1981 <br />Director of Utilities <br />Members of the Council <br />City of South Bend Common Council <br />4th Floor County -City Bldg. <br />South Bend, Indiana <br />Dear Council Members: <br />There will be presented during first reading of the June 22, <br />1981 Council Meeting an ordinance approving two contracts between <br />Converse /Ten -Ech Enrionmental Consultants and the Board of Water <br />Works Commissioners of the City of South Bend. Additionally, <br />that same ordinance will appropriate $285,000.00 to pay for those <br />services previously rendered and those services anticipated to be <br />needed to complete the clean up of the Olive Street well field. <br />As I'm sure the Council is aware, Converse /Ten -Ech has been <br />providing a variety of investigative, analytical, and engineering <br />services in connection with the Olive Street well field contamin- <br />ation since the problem was first discovered in March and April of <br />1980. All work performed was previously authorized by the Board <br />of Water Works Commissioners through its use of emergency powers <br />given to them by State Statutes and the State Board of Health. <br />Since I started my current assignment March 9 of this year, one of <br />my priorities has been to establish a cut off point for the emer- <br />gency services, and come to the Council with an outline of what <br />services had been provided, and what work still needed to be accom- <br />plished to be certain the contamination problem was cleaned up and <br />the well field placed back in proper service. <br />The following is a synopsis of what each engineering agreement <br />includes and the cost of those services. <br />The document titled Agreement No. 1 entails work performed <br />from April 29, 1980 to May 31, 1981. The work in that agreement <br />was originally authorized under the emergency powers of the Board <br />of Water Works Commissioners and has included; qualitative identifi- <br />cation of contamination, hydrogeotechnical survey of ground water, <br />monitoring of ground water to determine source and quantity of <br />
