Council Members Page Two June 17, 1981 <br />contaminants, design, and bidding of corrective action program. <br />Additionally, Ten -Ech has provided numerous hours of laboratory <br />services, technical answers to Ashland Chemical's questions and <br />miscellaneous advisory services to the South Bend Water Works. <br />This phase of the work or "Agreement No. 1" has been completed at <br />a cost of $170,104.17. The actual services provided are defined <br />in depth in Agreement No. 1. <br />The document marked Agreement No. 2 is for services starting <br />June 1, 1981 and would be completed at a time when the well field <br />is sufficiently cleaned up as to put it into service on a perman- <br />ent basis. During the proposed length of service under this <br />agreement, Ten -Ech will oversee the installation of the interceptor <br />well system, provide start up and monitoring of the interceptor <br />wells, complete additional soil and water sampling as needed, <br />supervise the removal of contaminated soil, and provide advisory <br />services and expert testimony if needed. A complete list of <br />services to be provided is in the detail of Agreement No. 2. I <br />anticipate the cost of this contractual phase to not exceed a <br />figure of $112,185.00. If a settlement is reached, then some of <br />the work included in the contract will not be needed. <br />I feel that Converse /Ten -Ech has put together a corrective <br />program that will eliminate our current problem. Additionally <br />the work that they have done to date, is the largest factor in <br />our ability to pin point the pollution source and provide adequate <br />corrective action. In reviewing these documents please keep in <br />mind that the costs involved with the exception of some testimony <br />related fees are all contained in our negotiations for recovery <br />of damages which involves Ashland.
