officer of the Traffic Division, the manager of the Bureau of Traffic <br />and Lighting, a member of the City Attorney's Office, and a <br />designated liaison from the Mayor. <br />(c) The Common Council shall appoint nine members. <br />(d) The Mayor shall also appoint as members other persons <br />interested in traffic safety, but the total of all appointees shall <br />not exceed 35. <br />(e) The term of office of commission members shall be three <br />(3) years. All members shall serve at the pleasure of the appoint- <br />ing party. <br />(f) Bylaws, officers, and operation of the commission shall <br />be determined by its members. <br />(g) Within the limits of the funds at its disposal, the <br />commission shall act within these purposes: <br />(1) In coordination with the Mayor, to develop and <br />implement traffic safety programs which meet local <br />needs. <br />(2) To promote public acceptance of the City's traffic <br />safety programs. <br />(3) To foster public knowledge and support of traffic <br />law enforcement and traffic engineering concerns. <br />(4) To cooperate with the schools of the South Bend <br />community in promoting educational traffic safety <br />aids. <br />(5) To cooperate with state, county and city <br />organizations and other agencies interested in <br />traffic accident prevention and to assist such <br />organizations in the furtherance of their <br />activities. <br />(6) To assist the promotion and operation of <br />Safetyville. <br />(g) Jurisdiction of the commission shall be advisory only <br />and shall not deprive any official or board of powers or duties <br />conferred by statute or ordinance. <br />Section 2 -56 through 2 -75. Reserved. <br />SECTION V. Chapter 2, Article 8 of the South Bend <br />Municipal Code is deleted in its entirety, and a new Article 8 is <br />enacted as follows: <br />ARTICLE 8. CITY OFFICERS AND EMPLOYEES. <br />Section 2 -116.
