(d) Terms of members. The members of the Council shall <br />serve three -year terms as members. All members shall serve at the <br />pleasure of the appointing party. <br />(e) Filling vacancies. Successors to all members of the <br />Council shall be appointed for terms of three (3) years, except when <br />appointed to fill a vacancy, in which case such appointment shall be <br />for the unexpired portion of the term. <br />(f) Compensation. All members of the membership of the <br />Council shall serve without compensation. <br />(g) Quorum. A majority of the membership of the Council <br />shall constitute a quorum. <br />(h) Official action. It shall take the concurrence of a <br />majority of the Council to take official action. <br />(i) Election of officers. At the first meeting of every <br />calendar year the members shall select a President, Vice President, <br />second Vice President and Secretary. <br />(j) Meetings. The Council shall meet not less than nine <br />(9) times per year at the call of the Chairman. <br />(k) Purpose and specific objectives. The purpose of the <br />Council shall be to work with the Office of the Mayor, the Common <br />Council, and other City officials in addressing both the needs and <br />problems of South Bend's older adults as well as the problems and <br />challenges facing all citizens of the community. In carrying out <br />this general purpose, the Council shall: <br />(1) Review and evaluate, on a continuing basis, city <br />policies, programs, and activities regarding older <br />adults for the purpose of appraising their value <br />and their impact on the lives of South Bend's <br />older adults. <br />(2) Serve as spokesmen and advocates on behalf of <br />South Bend's older adults by conducting studies on <br />matters of concern to older adults, developing <br />recommendations for action if appropriate and <br />advocating such action. <br />(3) Advise the Mayor and Common Council concerning the <br />special needs of older adults. <br />(4) Serve as a liaison with city government depart- <br />ments, agencies, and other municipal agencies in <br />providing services to older adults when problems <br />arise; and to serve as a liaison between the <br />individual citizen and the proper agency, <br />including state and national commissions. <br />(5) Develop as a coordinating body for the purpose of <br />accumulating information and receiving input from <br />citizens on problems, and then transmitting such <br />information to the proper agency of the City. <br />(6) Prepare and file an annual report at the end of <br />each calendar year with the City Clerk's Office <br />describing the Council's activities of the past <br />year and anticipated goals of the ensuing year. <br />Section 2 -55. Mayor's Citizen Traffic Commission. <br />(a) A Mayor's Citizens Traffic Commission is established, <br />all members of which shall serve without compensation. <br />(b) The Mayor shall appoint as members of the Commission and <br />the following City employees: the Chief of Police, the commanding <br />2 <br />
