August 17, 1982 <br />Members of the Common <br />County City Building <br />South Bend, Indiana <br />Council <br />46601 <br />Dear Members of the Common Council: <br />Centery <br />The Broadway Theatre League of South Bend and the International <br />Association of Theatrical and Stage Employees (the "stagehands" <br />union) brought to the attention.of the Civic Center Board of <br />Managers the fact that the stage rigging equipment at the Morris <br />Civic Auditorium is out -of -date and, in some instances, unsafe. <br />As a result, if the equipment is not repaired and replaced, the <br />events which could be conducted at the auditorium would have to <br />be limited to those shows using only minimal lighting and light <br />weight scenic backdrops. An independent report confirms this. <br />From both the standpoint of safety and the desire to maximize the <br />use of the Morris Civic Auditorium, the Board of Managers decided <br />to advertise for bids to replace the rigging equipment at the <br />auditorium. Initially, the lowest bid submitted was approximately <br />$58,000 which the Board considered too high. The project was re- <br />advertised in such a fashion as to allow local companies to bid <br />a portion of the job. As a result of readvertisement the project <br />cost is down to $40,586.32 with $5,796.81 to be awarded to local <br />concerns. <br />The Broadway Theatre League of South Bend has agreed to pay $20,000 <br />plus the labor costs of replacement of the rigging equipment. The <br />balance of the cost $20,586.32, must come from the appropriations <br />(budget) of the Morris Civic Auditorium. <br />on behalf of the Board of Managers I ask that you consider the budget <br />transfers as outlined on the ordinance presented to you. The funds <br />are available for transfer because a Maintenance Technician was never <br />employed in 1982 (not budgeted for 1983) and due to the resignation <br />of the Manager and Secretary effective August 27, 1982.
