OLD BUSINESS (Cont.) <br />a. continued... <br />to pay off the Authority's BAN, instead of using the remaining BAN funds as <br />part of the payoff and Hall of Fame bond proceeds for the rest, it was entirely <br />paid off with Hall of Fame bond proceeds. The unused BAN funds were left <br />sitting in the fund with the Commission's BAN funds. Hall of Fame bond <br />proceeds were use to pay the remaining $1,214,194.34 and that amount now <br />needs to be transferred from the Redevelopment Authority BAN proceeds on <br />deposit in the Commission's fund to the Hall of Fame bond fund. Since the <br />money is in the Commission's fund, the Authority has no authority to write a <br />check on the Commission's fund. Therefore, this letter requests the <br />Commission to make the transfer. <br />Upon a motion by Mr. Wroblewski, seconded by Ms. Ferlic and unanimously <br />carried, the Authority authorized a letter to be sent to the Redevelopment <br />Commission regarding transfer of funds in connection with repayment of South <br />bend Redevelopment Authority College Football Hall of Fame Bond <br />Anticipation Note. <br />. b. Authority approval requested for Proposal from Arborwise, Ltd. for <br />Professional Services in the Airport Economic Development Area. <br />Mr. Riggs noted that the Authority hired Arborwise, Ltd. to design a <br />preservation plan for the Burr Oak tree on Blackthorn Golf Course. This <br />proposal is for implementation of the plan. Arborwise will install the cabling <br />to protect the tree from splitting from its own weight and will install lightning <br />rods. They will also monitor the tree and other selected trees/sites, doing <br />routine testing as needed. The fee for this proposal is $6,645 for installation <br />and $1,950 for monitoring through September 1995. <br />The Authority suggested clarifying the wording in the proposal to make the <br />personal monitoring visits "as needed," rather than monthly visits. <br />Upon a motion by Ms. Ferlic, seconded by Mr. Wroblewski and unanimously <br />carried, the Authority approved the amended proposal from Arborwise, Ltd. <br />for professional services in the Airport Economic Development Area. <br />c. Authority authorization requested to publish Notice to Bidders for <br />miscellaneous golf course equipment. <br />Mr. Riggs explained that the Authority previously authorized publication of <br />. this Notice to Bidders and the notice was not sent to the newspapers at that <br />
