(b) Any agent of a nonresident who is doing business in <br />the city which should be licensed shall be personally responsible <br />for obtaining a license and for the payment of all fees chargeable <br />for any license required by this Chapter. The agent shall be <br />personally liable for any penalties or other indebtedness to the <br />city incurred because of the operation of the business. The liability <br />of the agent under this section shall be joint and several with the <br />principal. <br />Sec. 4 -10 Separate License Required for Separate Locations <br />A separate license and fee shall be required for each separate <br />location in the city of the business which is licensed pursuant to this <br />Chapter and is conducted by or for the same licensee. <br />Sec. 4 -11 Display of Licenses <br />All persons duly issued a license shall display such license <br />prominently at the business so licensed. if the license pertains to <br />a vehicle, such license shall be affixed to the vehicle in a <br />prominent location. <br />Sec. 4 -12 Nontransferability of License <br />All licenses issued by the office of the City Controller are <br />nontransferable. <br />Sec. 4 -13 Replacement License <br />Whenever a license is lost or destroyed, a duplicate license <br />may be issued by the office ofDthe Cit(5Controller upon the payment <br />of a replacement fee of . <br />Sec. 4 -14 Licensing Powers <br />-id Duties of the office of <br />(a) The City Controller shall issue all licenses in the name <br />of the City. <br />(b) In determining whether or not to issue, revoke or suspend <br />a license, the Controller may request or receive recommendations from <br />any department or bureau. <br />(c) The Controller is hereby given the following general powers <br />with respect to licensing businesses: <br />(1) To prepare and adopt all forms to be used in <br />applications, licenses, permits and bonds where such <br />forms are not prescribed by law, and to adopt all forms <br />for required inspections. <br />(2) To adopt, issue, amend, rescind and enforce reason- <br />able rules, regulations and orders which are required in <br />the administration of all provisions of this Code relating <br />to licenses. <br />(3) To institute a review process to determine the <br />qualifications of the applicant or the surety, if a bond <br />is required. <br />(4) To receive all licenses fees and despsit same in the <br />City's general fund; to approve the surety on all bonds <br />required in connection with any license issued. <br />(5) To develop a system of notifying a licensee that his <br />license is about to expire and to inform him of the <br />license fee and any other Code changes which may affect <br />his business. <br />(d) The Controller shall provide to the Common Council, in <br />writing, the following information on a semi - annual basis: <br />-4- <br />
