License Fee <br />(e) All license fees shall be paid to the office of the <br />City Controller upon issuance of such license, and all <br />licensees shall receive a written receipt for payment of <br />said fee. <br />Term of License <br />(f) All licenses issued by the Office of the City Controller <br />shall be for a term of one (1) year, commencing February 1st <br />and expiring January 31st of each year, unless otherwise <br />specificed. <br />Sec. 4 -5 Nature of Interest Conferred by License <br />All licenses under this Chapter which are granted :shall be accept( <br />as a privilege and shall not confer any rights on any applicant tor a <br />license. <br />Sec. 4 -6 General Duties of Licensees <br />Every licensee and applicant for a license shall: <br />(a) File an application or renewal application with the <br />office of the City Controller and secure the proper license <br />prior to starting a business, or before January 31st of each <br />year for renewal applications. <br />(b) Permit inspections of the business and premises by <br />City officials acting pursuant to this Code. <br />(c) Pay the specified license fees required by this <br />Chapter, and provide any other bond or insurance, as required. <br />(d) Conduct the business in such a manner as not to create <br />a nuisance or hazard to the public. <br />Sec. 4 -7 Inspection of Business <br />(a) The office of the City Controller may have businesses <br />inspected by designated city officials to determine compliance with <br />the requirements of this Code. <br />(b) All violations of law observed during any inspection, or <br />by a citizen complainant shall be immediately reported to the office of <br />the City Controller. <br />Article 2 Licensing Procedures <br />Sec. 4 -8 When License is Required <br />It shall be unlawful for any person, either directly or <br />indirectly, to conduct or maintain any business or premises for which <br />a license is required by this Chapter, unless a valid license has been <br />issued by the office of the City Controller and kept in effect at all <br />times. <br />Sec. 4 -9 Effect on Residents and Nonresidents <br />(a) Every person, whether a resident or nonresident, doing <br />business in the city which is required to be licensed by this Chapter <br />shall first obtain a license; provided, however, no such license shall <br />be required of any person for the mere delivery of merchandise into <br />the City. <br />-3- <br />
