22THE CITY OF SOUTH BEND, INDIANA | MADISON LIFESTYLE DISTRICT - PHASE I PARKING GARAGE <br />GUARANTEED MAXIMUM PRICE <br />SIGNIFICANT AND TIMELY INPUT DURING EACH <br />PHASE <br />GMP development and timing is as customizable as <br />is the culture and experience of individual facilities. <br />Many key factors unique to each project determine the <br />“sweet spot” for timing of GMP alignment. Some of the <br />integrated components impacting GMP development <br />and timing are: project funding structure, level of <br />design, complexity of project, availability of select <br />and specialty materials, comfort level of owners <br />and designers, and the number and type of project <br />unknowns. <br />TIMING OF GMP <br />Our team believes the proper timing to establish the <br />GMP is best determined by the needs and constraints <br />of the project itself. GMP considerations must meet <br />the client's needs and requirements based on the <br />project funding structure. Effective timing also requires <br />design team comfort and agreement with the phased <br />completion of the project design and the construction <br />document delivery dates. The owner’s and designers’ <br />needs, coupled with the Construction Manager-as- <br />Constructor’s (CMc’s) confidence in budget estimates <br />creates a natural window of opportunity for finalizing <br />a GMP. Successful project outcomes stem from <br />teamwork and consensus. Our project leaders engage <br />the team to establish a collective GMP decision. <br />CONTINGENCIES <br />During project development, the team assigns <br />contingencies to the budget based on the level of <br />design. <br />The contingency for design development is typically <br />reduced to 5% as the systems have been selected, <br />finishes identified, and draft specifications provided. <br />During the procurement phase our team conducts <br />extensive scope reviews with potential subcontractors <br />to eliminate scope gaps and estimate/budget <br />unknowns. Following procurement, the construction <br />contingency is typically reduced to 3% and the <br />contract is amended to a Guaranteed Maximum Price. <br />Allowances are developed for materials, equipment, <br />and other items not specified at the time of the GMP <br />development. <br />PROOF IS IN THE RESULTS <br />Projects are tracked through Viewpoint (a <br />comprehensive financial management software <br />system) with complete transparency provided to the <br />client and project stakeholders. Projects each have <br />a separate job number, cost reports, labor reports, <br />schedules, etc. Internal GMP amounts within the <br />contract roll up into a single GMP. Interval reports <br />showing combined and separate accounting as <br />warranted with on-demand access available as <br />requested. For auditing and general review purposes, <br />the client will always have remote access to the <br />cost reports. Methods for establishing the GMP, <br />however, as noted in our opening statement, we fully <br />understand each design and schedule progresses <br />differently and that project outcomes are best served <br />by flexibility and teamwork. <br />PROJECT SCHEDULE <br />As your preconstruction partner, Wilhelm will <br />ensure the project is delivered in a safe and quality <br />manner with the appropriate communications and <br />documentation throughout the construction process. <br />Wilhelm will monitor the overall project schedule <br />including design, procurement, construction, and <br />commissioning activities using P6 Scheduling software <br />and Wilhelm’s Project Scheduling and Controls <br />Department resources. <br />Based on the information in the RFP, we are very <br />comfortable with the schedule listed for design, <br />procurement, and construction. <br />2.
