PROJECT APPROACH <br />LOCAL PARTICIPATION <br />We recognize the City’s commitment to supporting <br />local labor on this project. Having worked in the South <br />Bend community for the past 15 years, we are very <br />familiar with the subcontractors in St. Joseph County <br />and have a strong working relationship with the local <br />unions. We will leverage our relationship with the St. <br />Joe Valley Building Trades for outreach to ensure we <br />encourage local firms to submit bids. <br />To ensure the highest standards, all potential <br />bidders will undergo a prequalification process. We <br />will pay particular attention to the qualifications of <br />potential MEP contractors. Our strategy to encourage <br />competitive bids from qualified contractors includes <br />transparency, rigorous evaluation, and active outreach. <br />By adhering to these principles, we will create a <br />competitive bidding environment that attracts high- <br />quality contractors, ultimately leading to the successful <br />completion of your construction project. <br />E-VERIFY AFFIDAVITS <br />Wilhelm agrees to participate in the E-Verify Program. <br />All of our subcontractor agreements require <br />e-verification for all those working on the construction <br />site. <br />FAIR BIDDING PROCESS <br />Wilhelm has worked for numerous public entities <br />including the State of Indiana, City of South Bend, <br />other cities, towns, and counties as well as public <br />K-12 schools and universities. We have a strong <br />understanding of public bid laws as a Construction <br />Manager as Constructor. If selected, we will follow all <br />public bid laws in accordance with IC 5-32 including <br />advertisement, outreach events, public bid opening, <br />evaluation and scope review. Ensuring a fair bidding <br />process is crucial for transparency and trust. We are <br />familiar with City’s Responsible Bidder’s Ordinance <br />and will comply with it on all self-perform work and <br />first-tier subcontractors. <br />Our team can self-perform several different types of <br />work. Our ability to self-perform provides extensive <br />value to our clients as it gives us control of schedule, <br />cost, and quality. During preconstruction, in-house <br />resources specializing in individual construction trades <br />provide more detailed and accurate estimates. During <br />construction, these same resources serve as bidders, <br />advisors, and backup labor in the event of unforeseen <br />issues. <br />Per the public CMc statute, Wilhelm is allowed to <br />self-perform up to 20% of the project if we are the <br />low bidder and believe it will best serve this project. <br />Specifically, for this project and the 20% self-perform <br />limitation, Wilhelm anticipates bidding on demolition, <br />concrete, masonry, and steel. <br />The bid process for all bid packages that Wilhelm <br />proposes to self-perform would be handled in a <br />manner consistent with other scopes of work on <br />the project. Wilhelm will secure a minimum of three <br />bidders for the associated scope of work. Wilhelm <br />would provide our quote for those scopes 24 <br />hours in advance of the bid due time of the other <br />subcontractors in a sealed envelope to the City. Bid <br />reviews will then occur in partnership with the City and <br />the lowest qualified bidder will be contracted. <br />If Wilhelm were to be the low-qualified bidder, we <br />would issue a subcontract for that scope of work to <br />our self-perform division to manage similarly to other <br />subcontractors on the project. <br />SUSTAINABILITY <br />Wilhelm has worked with many clients on <br />incorporating sustainable elements into the design <br />and construction of their projects. During the design <br />process, our team will work with the owner and <br />designer to incorporate sustainable components into <br />the project. We also seek opportunities to continue <br />sustainability during the construction phase. <br />Additionally, Wilhelm employs several concrete <br />experts who constantly seek out innovative products, <br />materials, means, and methods. Our experts can assist <br />the project team with designing a garage that reduces <br />environmental impact and maintenance costs while <br />improving the longevity of the garage.
