City of South Bend <br />Public Works Guaranteed Energy Savings Contract Qualifications <br />Life Is On Schneider <br />Electric <br />5. Technical Approach and Pricing <br />a. Describe your firm's anticipated approach to this guaranteed energy savings contract, including: general approach to <br />guaranteed energy savings contracting. <br />a.i. Strategies for evaluating feasibility for proposed measures, including solar energy <br />Identifying red flags in early development is crucial for saving our customers time and money. Our feasibility studies include evaluating <br />customer needs, array location, utility rates and policies, electrical interoperability, initial civil/structural reviews to identify easements <br />and setbacks, and environmental reviews. Schneider Electric utilizes Helioscope and PV Case for layout and production estimates. <br />Our energy engineering team reviews utility rates and policies, while our solar and electrical engineers evaluate interconnection and <br />engineered design. We collaborate with industry partners specializing in civil and environmental services to ensure a balanced <br />approach to system placement. Our internal electrical engineers stamp our drawings, streamlining the development process. <br />We understand that the main focus of this project is focused on the solar installation at the Olive Treatment Plant. However, <br />we also utilize inhouse mechanical and electrical engineers for HVAC and building related potential ECMs (these can be evaluated as <br />requested). We also have a team of wastewater experts and engineers for potential plant/system related ECMs should South Bend be <br />interested in have those evaluated in the future. <br />a.ii. Strategies for acquiring competitive pricing on solar panels and components for your customers <br />Schneider Electric has established direct procurement agreements with manufacturers to supply all major components. We have <br />secured long-term supply agreements with Tier 1 manufacturers of solar PV, inverters, electrical gear, and racking under a nationwide <br />procurement and delivery model. With extensive experience across all solar industry verticals, including manufacturing, Schneider <br />Electric is recognized as the most trusted Energy Service Company (ESCO). We are partnered with domestic and overseas <br />manufacturers to meet your project specific needs. We also have material that has been previously purchased with competitive pricing <br />on hand in holding facilities that can be utilized on a project -by -project basis as needed to meet timeline and costing goals. <br />a.iii. Approach to selection of solar technology (e.g. quality, warranty) <br />Schneider Electric's internal solar engineering team has been developing solar solutions for over 20 years. Building a solar PV <br />production facility in the field requires meticulous engineering to ensure long-term uptime and the best return on investment (ROI). <br />Schneider Electric designs its systems using crystalline -based solar cells for enhanced reliability and longevity. <br />Our solar PV and inverter manufacturing partners must pass rigorous testing to ensure the long-term stability of our power production <br />systems. With extensive experience in design, construction, and monitoring systems worldwide, we have identified trusted technology <br />partners. All solar PV, inverter, and racking manufacturers offer standard comparable warranties. We select partners and components <br />with proven field reliability and low operational and maintenance costs to improve customer experience. <br />a.iv. Anticipated or example market pricing in $ per installed Watt for a ground -mounted solar system, based on projects your <br />firm has been involved in over the past three years <br />After conducting a feasibility review, we identified potential environmental hazards that should be considered by any reputable <br />Guaranteed Energy Savings Qualified Provider. Please see the appendix for prior environmental reports that show tank extractions <br />prior to 1989 when owners were not required to report leakage or provide testing of the areas. These areas should be strategically <br />understood prior to boring into the ground for panel installation. In addition, shading and easement analyses were completed to pinpoint <br />the best ground mount locations, ensuring the most cost-effective installation per watt. Schneider Electric would also assess the impact <br />of tree removal on the system's lifetime costs and savings with the City of South Bend. Additionally, we have conducted a comparative <br />analysis between standard fixed and non -penetrating ballasted ground mount systems, in preparation for a comprehensive <br />environmental impact study. In review of the site layout, we do not recommend a single -axis tracking system for this location. <br />In the next phase, price impacts, including electrical interconnection and feeder distances will be identified during an electrical <br />interoperability study. The anticipated pricing for a ground mount system at the Olive Treatment Plant could range between $2 to $3 per <br />watt, depending on various factors. If there are significant interconnection challenges or major environmental hazards, the price could <br />exceed $3 per watt.
