3.9 — Rent Reasonableness <br /> Subrecipients must ensure that ESG funds used for rental assistance do not exceed the <br /> actual rental cost, which must be in compliance with HUD's standard of "rent <br /> reasonableness." "Rent reasonableness" means that the total rent charged for a unit must <br /> be reasonable in relation to the rents being charged during the same time period for <br /> comparable units in the private unassisted market and must not be in excess of rents being <br /> charged by the owner during the same time period for comparable non-luxury unassisted <br /> units. <br /> The subrecipient must utilize GoSection8 Software to receive the rent reasonable <br /> checklist. <br /> It is free to utilize: http://www.gosection8.com/ <br /> Documentation of rent reasonableness must be saved in the client file. <br /> 3.10 — Fair Market Rent <br /> The rent for each unit must be at or below the Fair Market Rent. <br /> The subrecipient must utilize the HUD Fair Market Rent website in order to confirm <br /> that this requirement is being met: http://www.huduser.org/portal/datasets/fmr.html <br /> 3.11 — Progressive Engagement <br /> The City encourages subrecipients to work with individual households to identify the <br /> financial resources needed to assist in returning to housing as quickly as possible. <br /> Subrecipients should be transparent and realistic when working with households to <br /> identify what financial assistance is available. <br /> A progressive engagement approach is encouraged. Progressive engagement includes <br /> providing the minimum assistance necessary to assist a household in establishing <br /> permanent housing and reassessing their needs for financial assistance on a routine basis. <br /> Engagement is to be documented in case manager notes and saved in the client file. <br /> 3.12 — Utility Payments <br /> ESG funds may be used for utility payments for up to 24 months per program participant, <br /> including up to 6 months of utility payments in arrears, per service.A partial payment of a <br /> utility bill counts as one month. Utility payments must not be paid in situations where the <br /> City of South Bend - ESG Policies and Procedures Manual 13 <br />
