City of South Bend <br />FOUR WINDS FIELD EXPANSION & RENOVATION <br />EARLY RELEASE 1: EXHIBIT 2 <br />Early Release 1: Exhibit 2 Page 10/38 <br />•BP22-Electrical <br />•BP23-Sitework <br />5.A portion of the total Construction Manager Staffing, Temporary Heat and Enclosures, Other <br />General Conditions, and Testing & Inspections costs estimated for the entire project are <br />included in this Early Release Work. The portion of these costs allocated to this Early <br />Release Work are not enough to support the Early Release Work if it were an independent <br />project. For example, only 40% of the estimated Construction Manager Staffing Costs for the <br />entire Upper Decks project are included in this Early Release Work. The other 60% will be <br />included in the final GMP, developed and approved in the late fall of 2024. Therefore, the <br />Construction Manager Staffing costs included in this Early Release will only cover 40% of the <br />duration of the Upper Decks portion of the project. <br />6.No testing for, or demolition and removal of, Hazardous Materials is included, regardless of <br />notes regarding or allusions to the presence of Hazardous Materials in the Contract <br />Documents. A Hazardous Material is any substance or material identified now or in the future <br />as hazardous under any federal, state or local law or regulation, or any other substance or <br />material including mold, fungi, or bacteria which may be considered hazardous or otherwise <br />subject to statutory or regulatory requirement governing handling, disposal or clean-up. The <br />Construction Manager shall not be obligated to commence or continue work until any <br />Hazardous Material discovered at the project Worksite has been removed, rendered or <br />determined to be harmless by the Owner as certified by an independent testing laboratory <br />and approved by the appropriate government agency. <br />7.Costs or fees assessed by utility companies related to the project or required to complete <br />the work are not included in the Early Release Work. These costs or fees include, but are not <br />limited to, tap fees, impact fees, line installation charges, meter charges, inspection fees, <br />connection charges, etc. <br />8.Neither removal nor re-installation of existing furnishings and equipment are included in the <br />Early Release Work. These existing furnishings and equipment include, but are not limited to, <br />signage and artwork, banners, food and souvenir vendor carts, storage shelves and cribs, <br />tables, desks, chairs, projectors, televisions, computers, phones, and other technology <br />devices. <br />9.Commissioning of systems is not included in the Early Release Work. Start-up requirements <br />noted in the specifications are included. <br />10.No existing structure work is included at the new cooler in Pantry B-214. The food service <br />equipment plans note a floor depression in this area, but neither the demolition nor structural <br />plans show how this depression is to be created. Either structural work or a cooler floor <br />panel with ramp needs to be added to the Early Release Work to provide a functional cooler. <br />11.Where existing finishes are noted to be removed, only one layer of a finished is assumed to <br />exist on top of the existing substrate. Removal of multiple layers of flooring, ceilings, or <br />coatings is not included in the Early Release Work.
