REGULAR MEETING JANUARY 24, 2000 <br />Mr. Oxian informed the Council that this building was a former bank having been built in 1919 with <br />the South Bend State Bank expanding the building in 1924. It was noted that the main customers <br />of the bank were employees of Studebaker's. The bank was successful until 1931 when it was taken <br />over by the First National Bank who closed that facility in 1981. Mr. Oxian indicated that this <br />building is of the neoclassical style and is ranked a significant eleven (11) in the Indiana Historic <br />Sites and Structures Inventory. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents and <br />opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in opposition to this <br />bill, Councilmember Varner made a motion for favorable recommendation to full Council <br />concerning this bill. Councilmember Coleman seconded the motion which carried by a voice vote <br />of nine (9) ayes. <br />BILL NO. 2-00 A BILL AMENDING THE ZONING ORDINANCE, AND <br />ESTABLISHING AN HISTORIC LANDMARK FOR THE <br />PROPERTY LOCATED AT 1818 LINCOLNWAY WEST, <br />IN THE CITY OF SOUTH BEND, INDIANA <br />Councilmember White reported that the Zoning & Annexation Committee met on this bill and sends <br />it to the Council with a favorable recommendation. <br />Mr. John Oxian, 742 Sancome Street, South Bend, Indiana, President, Historic Preservation <br />Commission, 227 West Jefferson Boulevard, Room 1123, South Bend, Indiana, made the <br />- presentation for this bill. <br />Mr. Oxian noted that this building is a four square style which in the 1900's was quite popular. He noted that it is a colonial revival style building which was once <br />used for commercial use on the bottom and residential upstairs. It was constructed in 1928 for <br />Morris and Merian Burke who ran a grocery store. However, since that time, the building has been <br />used for quite a few different businesses. It is ranked a significant eleven (11) in the Indiana Historic <br />Sites and Structures Inventory. <br />
