Infrastructure. <br />OVERVIEW <br />Mr. Quillen is an experienced, highly dedicated, highly motivated, and honest <br />supervisor with a strong work ethic and thirty -plus years of documented <br />success in high level management and construction. He achieves success <br />through team building, quality control, strategic planning, training, <br />communications, problem solving, and negotiation providing unparalleled <br />project operational leadership for Insituform Technologies, LLC after serving <br />in various leadership positions in the U.S. Army. Mr. Quillen is a visionary who <br />synthesizes facts, events, and concepts to develop realistic and long-range <br />plans. He has proven very successful in balancing cost and quality with project <br />development and delivery timelines, all while achieving the highest of <br />standards in a myriad of ways; receiving numerous awards for performance <br />and job completion; coining the phrase "To Standard, at Budget and on Time". <br />His specific duties and responsibilities include: <br />• Management of 144 personnel, equipment, and an average Regional <br />Plan of $95,000,000. <br />• Partnering with Sr. VP to prepare business plans for review and <br />approval that align with corporate strategic objectives. <br />• Structuring and staff organization to meet commitments in business <br />plan; leading organizational development to create and maintain a <br />high-performance culture; and establishing individual performance <br />objectives and mentoring personnel to drive high -impact behaviors <br />and maintain focus on priorities. <br />• Demonstrating team leadership through effective interactions with <br />business unit peers, customers, business development personnel, <br />estimating, project management, production, and all corporate <br />departments. <br />• Review of bids and proposals and approving contract prices. <br />Partnering with Sr. VP to develop bid strategies, develop and <br />implement consistent estimating processes, optimize pricing, specify <br />subcontractor strategies, and respond to competitive analyses. <br />• Managing business operations to achieve revenue and income <br />objectives. Managing and optimizing operating and capital budgets. <br />• Ensures projects are managed to support revenue and profitability <br />plans and that processes to deliver all projects to as -bid gross margins <br />are implemented consistently across the business unit. <br />• Meet or exceed annual safety incident rate goals as established by <br />executive management. Maintenance an unwavering safety culture in <br />all operations. <br />• Partnering with the Operations Manager, Lead Estimator and Area <br />Manager of Business Development to ensure that all functions work <br />in concert to meet the strategic objectives of the Area and Region. <br />
