No. 1900477). Troyer Group will enter into a subconsultant agreement <br />with SJCA Inc., who will complete the National Environmental Policy Act (NEPA) documentation, <br />Archaeology, and documentation in compliance with Section 106 of the National Historic Preservation <br />Act (NHPA), and all related federal, state, and local laws in accordance with the most current INDOT <br />regulations. <br /> <br />Client Contact: <br />Stephan Summers, Executive Director of Transportation, ssummers@troyergroup.com <br />Troyer Group <br />219.779.5532 <br /> <br />Project Location: <br />The proposed undertaking is located along various streets in the neighborhood surrounding Muessell <br />Elementary School, generally bounded by Wilber Street, Vassar Ave, Sherman Ave, and Lincoln Way. The <br />project will improve sidewalks, curbs, crosswalks, and ramps. <br /> <br />SJCA Level of Work and Deliverables: <br /> CE-Level 2 Document. <br /> Section 106 Documentation pursuant to Minor Projects Programmatic Agreement (MPPA) Section 1 <br />form. <br /> <br />Project Description: <br />Based on information received by the client, the purpose of the project is to improve the pedestrian <br />network surrounding Muessel Elementary School. Work involves sidewalk reconstruction, updating curb <br />ramps to ADA compliance, and installing a curb bump out at the intersection of Vassar Ave. and Wilber <br />St. Right-of-way acquisition over 0.5 acre and tree removal are not anticipated. <br /> <br />SJCA has a previous contract with Troyer Group that covers the Topographic Survey and MPPA Section 2 <br />form. Therefore, these fees will only include a MPPA Section 1 form since the MPPA Section 2 form is <br />previously covered under contract. <br /> <br />Scope of Work/Concerns: <br /> Because this project may require completion of the full Section 106 process, this scope of <br />services includes a CE document up to a Level 2 with a Section 106 finding of “No Adverse <br />Effect” based on preliminary review of the project areas by SJCA IDNR Qualified Professionals. <br />Refer to the INDOT threshold table for CE documents here: Attachment-5-CE-Level-Threshold- <br />Table.pdf (in.gov). <br /> Based on preliminary project information, less than 0.5 acre of right-of-way (ROW) is <br />anticipated; therefore, public involvement activities and environmental justice analyses are not
