Should public engagement be determined to be in the best <br />interest of the community, those services would be in addition to this scope of services. <br /> A full Red Flag Investigation (RFI) may be required. There are hazardous materials sites along <br />Lincoln Way that will require additional investigation for the RFI. Any recommendations <br />regarding contamination will be forwarded to Troyer Group to incorporate into the design and <br />project schedule. <br /> Muessel Grove Park and the Coal Line Trail, which are resources protected by Section 4(f) of the <br />US Department of Transportation Act, are located within/adjacent to the proposed pedestrian <br />improvements. This scope of services includes coordination with INDOT and the resource <br />owners for concurrence of temporary occupancy or exception use of the resources. Based on <br />preliminary project information, trails and/or sidewalks connecting to these resources will be <br />improved and may require closures and/or detours for users during construction. <br /> <br />Historical/Archaeological <br /> Section 106 consultation, as required by the National Historic Preservation Act (NHPA) of 1966, will <br />be completed prior to submittal of the CE document for approval. It is anticipated that the project <br />will follow the procedures as outlined in the INDOT Cultural Resources Office (CRO) Manual. <br /> SJCA will prepare an MPPA Section 1 & 2 form and submit it to INDOT CRO. <br /> Due to the project scope, archaeological studies are not anticipated. Background research will <br />be completed using Indiana State Historic Architectural and Archaeological Research Database <br />(SHAARD) and SHAARD GIS records to complete the archaeological assessment for the proposed <br />project. <br /> <br />Tasks Not Covered under This Proposal: <br /> Any changes in scope or impacts to resources not observed during preliminary desktop review that <br />would require additional documentation. <br /> Notice of entry mailings. <br /> A CE Level 3 or higher environmental document. <br /> Any endangered/threatened species surveys or special studies, including guano genetic testing, or <br />agency coordination above the standard early coordination per INDOT guidelines. This includes <br />Section 7 coordination and/or Biological Opinions. <br /> Additional inspection of structures in the event the initial inspection is over 2 years old. <br /> Any special studies or testing, such as noise, air, or Karst studies. <br /> Any onsite meeting with regulatory agencies. <br /> Public involvement activities, including but not limited to public meetings and public notice <br />advertisements. <br /> An environmental justice analysis. <br /> A Waters of the US Report. <br /> Any Section 4(f) documentation and coordination above a temporary occupancy or exception use, <br />including but not limited to a de minimis use finding. <br /> Preparation of any local or waterway permits, a permit determination, or mitigation plans.
