d. Lincolnway East & Bronson Street
e. Northside Boulevard & E Sample Street
f. Mishawaka Avenue & Longfellow Avenue
g. Eddy Street & E South Street
3. Perform a site visit by a traffic engineer to collect existing roadway geometric data and to
observe existing peak hour traffic operations.
4. Forecast the horizon year traffic volumes at the study intersections based on the existing
traffic volumes and an annual growth rate (consulted with City and MACOG) to account
for background traffic growth. Redistribution of the existing traffic will be required based
upon the proposed roadway network. The following traffic volume scenarios will be
developed:
a. Existing Year (2023)
b. Horizon Year (2030)
5. Trip end estimation for the proposed adjacent development sites will account for various
land use codes (as determined in coordination with the City) based on the ITE Trip
Generation Handbook, 11' Edition.
6. Trip distribution and assignment of the generated site traffic will be based on review of the
collected traffic counts (existing traffic patterns) and review of nearby origin -destination
centers.
7. Coordination with the MACOG, to obtain link volume, intersection turning movement
volumes and O-D data from sub -area TDM for the existing and proposed roadway
network.
8. Perform a capacity analysis (aka level -of -service analysis), vehicle queue length analysis
using a macroscopic traffic model such as Synchro/SimTraffic or Sidra for the study
intersections, traffic volume scenarios, and analysis time periods:
a. Analysis Time Periods
1) Typical Weekday, AM Peak Hour
2) Typical Weekday, PM Peak Hour
b. Traffic Volume Scenarios
1) Scenario 1: Existing Year (2023) Traffic with Existing network
2) Scenario 2: Existing Year (2023) Traffic with Proposed network
3) Scenario 3: Horizon Year (2030) Traffic with Proposed network
c.
