Draft Purpose and Need Statement <br />a. Compile a draft Purpose and Need statement for inclusion within the Feasibility Study. <br />This statement will include the purpose as to why the project has been initiated and also <br />identifies the needs, or problems, to be addressed based on analysis of quantified data. <br />Indiana Department of Transportation guidance will be used in development of this <br />statement. The draft Purpose and Need statement will be coordinated with FHWA to <br />help ensure the ability to carry forward the purpose and need and range of alternatives <br />into NEPA. <br />3. PEL Document <br />a. Compile PEL Study, including the PEL Questionnaire, to aid in transition from <br />planning to National Environmental Policy Act (NEPA) Analysis. The PEL study will <br />summarize planning activities completed, planning activities recommend for the future, <br />methodology, agency and stakeholder engagement efforts, purpose and need, range of <br />alternatives considered, and potential project phasing opportunities. The PEL <br />Document will be coordinated with FHWA to certify the study elements are consistent <br />with PEL and can be carried forward into NEPA. <br />C. Traffic Analysis <br />1. Based upon a review of the available data on the MACOG website, American <br />Structurepoint will utilize existing data from MACOG for the 2021-2022 24-hour roadway <br />volume counts to determine peak periods, vehicle classification and directionality of the <br />existing traffic. No further roadway tube counts are anticipated based on the age of the <br />existing data. <br />2. Collect turning movement traffic volume counts for four (4) hours on a typical weekday <br />during two (2) peak periods at the following study intersections: <br />a. Fellows Street & E Sample Street <br />b. High Street & E Sample Street <br />c.
