(b) Dependent Health Insurance. The annual contribution by <br />the City for dependent health insurance on behalf of sworn members <br />requesting such coverage shall be increased by Two Hundred Sixty <br />Dollars and Thirty -Two cents ($260.32) per member above the amount <br />paid during calendar year 1984. <br />(c) Each sworn member working under the Overtime Foot Patrol <br />Program shall be paid at the rate of Seven Dollars and Fifty cents <br />($7.50) per hour. <br />SECTION VI. Applicable Terms <br />(a) The first service year for a member of the Police <br />Department commences upon the individual being sworn in before the <br />Board of Safety as a member of that department. The second service <br />year shall begin on the next succeeding first day of January and <br />service years shall continue to increase until the member attains <br />the maximum salary for the particular rank they may hold. <br />(b) Advancement from the rank of Patrolman First Class to <br />Corporal is dependent upon three (3) complete years of service plus <br />a determination of satisfactory performance of duty and promotion <br />by the Board of Safety. <br />SECTION VII. Health Care Insurance Cost Reduction Program <br />There shall be created a Board of Health Care Insurance <br />Oversight, which will operate in an advisory capacity to and under <br />the direction of the City Controller. This Board shall be composed <br />of representatives of the Fraternal Order of Police, Lodge No. 36, <br />and employees of the Department of Administration and Finance of <br />the City of South Bend, together with other employees of the City <br />of South Bend. It shall be the responsibility of the Board to <br />review, under the direction of the City Controller, on a regular <br />basis the activities of the City's Health Care Insurance Program. <br />In addition, in an effort to control health care costs, the <br />City's current health insurance package shall be modified to <br />provide a program containing comprehensive major medical health <br />insurance which would provide for first dollar deductibles of ten <br />percent (10 %) of the cost of such major medical expenses, with <br />maximum annual cost to the employee for such coverage of Five <br />Hundred Dollars ($500.00). <br />SECTION VIII. Sick Leave Cost Reduction Program <br />The following Sick Leave Cost Reduction Program shall be <br />effective on an experimental basis for calendar years 1985 and 1986 <br />and shall apply to all sworn members of the department. This <br />program shall be considered an experiment in encouraging the <br />conservation of sick time and the costs thereof. <br />Effective December 1, 1984, through and including December 1, <br />1986, sworn members shall be compensated for the conservation of <br />sick time as follows: <br />(a) One (1) day's pay for four (4) unused sick days. <br />(b) Two (2) days' pay for nine (9) unused sick days. <br />
