6City of South Bend » Safe Routes to School » Construction Inspection <br />MAINTENANCE OF TRAFFIC <br />Challenge <br />Because numerous intersections will be upgraded, it is not reasonable to detail a maintenance of traffic (MOT) plan that will fit each <br />location. A typical MOT layout will be included in the plans, but site specific interpretation of MOT by the contractor and construction <br />inspection team will be required for most locations. <br />Solution <br />DLZ will work with the City, the contractor, both schools and affected adjacent property owners to maintain accessibility while considering <br />worker safety and mobility of the traveling public. This could include prohibiting lane restrictions on adjacent streets in order to reduce <br />congestion. DLZ’s inspection team has decades of experience working with MOT plans and will identify deficiencies. In more complex <br />locations, our team will consult with our transportation design team if needed. <br />Existing deteriorated sidewalk at the southwest corner of Cleveland and Vassar <br />SITE CONSIDERATIONS & <br />CHALLENGES <br />After a recent site visit, we have a thorough understanding of <br />the requirements of this project and the City’s expectations. With <br />a targeted August 2024 letting date, DLZ anticipates that <br />construction activities will begin in the Fall of 2024 and may <br />continue through 2025, depending on weather. <br />Our experience on similar projects tells us that the “best laid <br />plans often go awry.” Even with the most thorough project <br />planning and scrutinized design, existing conditions can <br />create a need to make adjustments in construction. We have <br />identified the following risks and will work to mitigate these and <br />other issues in a proactive manner. <br />SCHOOL DROP-OFF AND PICK-UP <br />Challenge <br />The Safe Routes to School (SRTS) project will include ADA <br />ramp construction at all four (4) street intersections at Muessel <br />Primary. Construction work and equipment operating nearby <br />during drop-off and pick-up times could cause significant <br />backups. <br />Solution <br />Steve Menis will meet with school officials to discuss drop-off <br />and pick-up times, procedures, and any other special events <br />that the contractor will need to be aware of to minimize <br />disruptions to the school. <br />New ADA ramp needed at Blaine and California
