All rights reserved. <br />A1.02 Site Assessment <br />A. Field Work – Review site conditions, including existing plant material, paving, ball fields, sports <br />courts, topography, utilities, buildings, and other site features. This will also include a review of <br />surrounding land uses and neighborhood context. <br />B. Base Map – Develop a working study area base map and site context map from which to build <br />concepts. Identify property lines from available GIS. Incorporate LIDAR contours. <br />C. Identify existing features, opportunities and constraints on the base map. <br />A1.03 Conceptual Planning Phase <br />A. The Conceptual Planning Phase scope of work will include the following: <br />1. Programming <br />a. Engineer will meet with the City of South Bend and South Bend Venue and Parks <br />personnel on site. <br />b. During site visit, discuss the following: <br />1) Condition and needs for existing site amenities and structures to remain. <br />2) Identification of site amenities and structures for removal. <br />3) Desired functional adjacencies of site amenities. <br />4) Desired additional site amenities. <br />5) Existing utilities and future needs. <br />6) Maintenance operations and issues. <br />c. Develop preliminary program based on scoping meeting and on-site meeting. Submit <br />for City review and approval. <br />2. Overall Master Plan Development – Develop up to 2 alternative concepts for the Complex. <br />These concepts should address the goals of the project including energizing the spaces, <br />making the softball complex more attractive to tournament hosts and increasing economic <br />development potential of site. <br />a. The concepts will be developed using 2-dimensional plans and character images as <br />needed to more fully communicate components, such as: <br />1) Vehicular circulation and parking <br />2) Connections to adjacent land uses, streets, and surrounding neighborhoods; <br />potential wayfinding to secondary park entrance; <br />3) Ballfield improvements including but not limited to drainage improvements, <br />surfacing, equipment such as portable mounds, shade structures, and spectator <br />seating. <br />4) Future lighting upgrades/replacement. <br />5) Recreation improvements such as potential splash pad, a new playground, and <br />potential removal or renovation of tennis courts.
