Proposal for Construction Manager as Constructor Services <br />Four Winds Renovation and Expansion ― South Bend, Indiana <br />MBE AND WBE PARTICIPATION <br />HISTORY OF WORKING WITH MBE, WBE AND VBE FIRMS <br />Larson-Danielson Construction believes in increasing the participation of women and minorities working within <br />the construction industry. We have partnered with our trade union partners and other Northwest Indiana <br />contractors to support the Indiana Plan, a pre-apprenticeship program to support and encourage diversity within <br />the construction industry. <br />In an effort to promote engagement with minority and women owned businesses, Larson-Danielson participated <br />in the 2021-22 City of South Bend Mentor-Protégé program. Through this program, we sought to serve as a <br />resource to the program and forge lasting connections with minority and women owned businesses in the <br />community and have been successful in building and maintaining a consistent partnership with one of the <br />protégé companies from this program. <br />COMMITMENT TO HIRING MBE, WBE AND VBE FIRMS <br />Larson-Danielson utilizes a proactive approach to achieving minority- and <br />women-owned business participation in our projects. We maintain a database <br />of qualified MBE, WBE and VBE contractors who work in Northwest Indiana. We <br />will reference this database along with the database of certified MBE, WBE and <br />VBE suppliers and contractors maintained by the Indiana Department of <br />Administration. <br />When soliciting bids from MBE, WBE and VBE contractors and suppliers, we <br />will directly call potential bidders to have conversations with potential <br />M/W/VBE bidders to guage their interest and personally address any concerns <br />they may have. In engaging potential bidders early in the preconstruction <br />process, we will work with the City of South Bend, M/W/VBE focused non-profit <br />organizations, and State Agencies in an effort to provide guidance to any <br />contractors or suppliers that may need assistance in understanding and <br />achieving the proper qualifications to bid, and be awarded, a contract on this <br />public project. <br />In order to provide a clear incentive for prime bidders on trade packages to <br />engage with M/W/VBE firms, and to provide clarity on how this participation <br />will impact bid award, we propose exploring methods to define how the value <br />included for participation in a bid for a prime contract may impact award. We <br />will strive to provide as much definition and clarity in contract documents <br />regarding goals and requirements for M/W/VBE contracting. <br />We also propose exploring the possibility of establishing minority and female <br />labor force participation requirements for the project. Evaluation of available <br />labor resources would be coordinated with local union organizations. We also <br />are committed to ensuring that all bidding and contract requirements meet <br />local and state laws. <br />Page 22 of 30
