Proposal for Construction Manager as Constructor Services <br />Four Winds Renovation and Expansion ― South Bend, Indiana <br />Fair Bidding Process <br />Larson-Danielson has experience administering the bidding process on numerous <br />projects utilizing Indiana's Construction Manager as Constructor process. We <br />believe strongly in a fair and open bidding process that complies with all of Indiana's <br />public bidding laws. We believe that this commitment is non-negotiable, and it <br />displays the commitment to the integrity of not only Larson-Danielson, but that of <br />the City of South Bend. <br />The packaging and bidding of the work on any project has an enormous effect on <br />cost, schedule, and quality of the project. Larson-Danielson’s unmatched <br />understanding of the local construction economy allows us to structure the bid <br />packages and select the most qualified subcontractors to bid on each portion of the <br />project. This ensures that the project has adequate bidders and a high level of <br />competition among the most qualified contractors. <br />Bid Packaging is the construction management approach to separating the overall <br />project scope of work into smaller elements that can be estimated, bid, awarded, <br />and performed by specific subcontractors with relevant experience. The approach <br />to bid packaging can be one of the most salient differentiators between what may <br />otherwise appear to be similar construction management approaches. <br />It is vital to understand the local construction market when building the Bid Packages <br />for this project. The packages must be constructed to minimize multiple layers of <br />subcontractors, thus reducing layers of mark-up in each bid package. Larson- <br />Danielson’s knowledge of the local contracting market and relationships with <br />suppliers and contractors allows us to craft these packages to the expertise of each <br />segment of the local construction market. <br />Prior to bid solicitation, we formulate a list of the most qualified subcontractors, <br />based on our performance evaluations, our own database, and recommendations <br />of the Owner and Design team. Upon completion of the bid documents, we will <br />prepare instructions to bidders for each element of work that clearly defines the <br />scope of work, and includes a narrative of the project scope, a schedule to forecast <br />manpower, an approved logistics plan, an outline of the general requirements, the <br />Team developed value-engineering alternates, and a list of unit prices required. <br />Following the bidding process for each Bid Package the apparent low bidders for <br />each package will be interviewed in a Post-Bid Meeting to confirm scope of work, <br />manpower requirements, site logistics, schedule understanding, quality control, <br />safety policy, and other important issues. This initial analysis of each discipline is the <br />basis by which all gaps in the documents will be addressed and by which the bidders <br />will respond. By doing this extensive, up-front analysis, resulting in complete <br />instructions to bidders and covering the complete project, we avoid many of the so- <br />called gray areas that might otherwise lead to requests for change orders from <br />subcontractors or suppliers. <br />Prior to the award of any subcontract, we will complete a review of each bid proposal <br />for accuracy and completeness. A checklist will be used during our final review of <br />each proposal. Finally, prior to every subcontract award, each firm will attend a <br />mandatory Combined Pre-Award Meeting with all the project participants present. <br />This Pre-Award Meeting establishes the expectations for performance up-front, <br />helps ensure timely completions, and reinforces our commitment to a Team <br />approach to the project. <br />Page 16 of 30
