Proposal for Construction Manager as Constructor Services <br />Four Winds Renovation and Expansion ― South Bend, Indiana <br />PROJECT APPROACH <br />DEVELOPING A PRE-QUALIFYING PROGRAM FOR FIRST TIER <br />SUBCONTRACTORS <br />Our approach to developing a prequalifying program for this project would begin with ensuring that the <br />contractors bidding on the project are those that value safety as much as the City of South Bend and Larson- <br />Danielson do. We will accomplish this by requiring prospective firms to provide information regarding their <br />worksite safety procedures and records along with records of prequalification with the Indiana Department of <br />Administration - Public Works. <br />In addition, we would propose that all first-tier subcontractors participate in a minimum level of drug screening <br />of their employees, meet financial stability guidelines depending on the size of their contract, and demonstrate <br />that they have the management and craftsperson staffing necessary to meet the quality and schedule <br />requirements of the project. <br />The prequalification process would begin during the design process as we begin to understand in more detail <br />the scope of work. We would proactively engage the local contracting community to get prequalification <br />information submitted for review prior to the bidding process. This serves a secondary benefit to the City of <br />South Bend by giving us an opportunity to cultivate interest in the upcoming project prior to documents being <br />released for bid. <br />Self-Performed Work <br />Larson-Danielson Construction can self-perform concrete, masonry, steel erection, carpentry, and <br />demolition on this project. We are very interested in providing some of these services for this program. <br />We also respect the public bidding process and the value of this process to taxpayers. We affirm that we <br />would comply with Indiana State law regarding the award of any self-performed work. <br />APPROACHING THE CITY/OWNER PROJECT SPECIFIC GOALS <br />E-Verify Affidavit <br />Larson-Danielson Construction affirms that we will meet <br />and/or comply with all the applicable requirements of <br />Indiana Code 5-32-1 – Employment of Construction <br />Managers as Constructors for Projects, as well as applicable <br />state and federal laws. Larson-Danielson Construction <br />currently has active public CMc projects (administered <br />under Indiana Code 5-32) in Lake, Porter, and LaPorte <br />Counties. Our team is familiar with the processes and <br />requirements necessary for compliance and successful <br />performance on these projects. We affirm that Larson- <br />Danielson Construction utilizes and will continue to utilize <br />the Federal E-Verify program for all employees and will <br />require all subcontractors on this project to do so as well. <br />Page 15 of 30
