eowEry FINANCIAL APPROACH <br />Bowen does not stop working to obtain the best overall price beyond the estimating stage. We <br />continue to do so in the construction phase following the storyboarding session. To date, Bowen has <br />delivered every GSC project scope with no change orders. Our approach to obtaining construction <br />phase savings for South Bend includes: <br />► Construction Engineering — Bowen has some of the most experienced superintendents in the <br />industry allowing us to find better ways to construct your project even in the field. <br />► Production Savings — Our project managers and project engineers are meeting every morning <br />on your job site to discuss better ways to install, which results in project savings for our <br />customer. <br />► Subcontractor Scope Management — Our project managers and purchasing managers go <br />through finite scope reviews with our subcontracting partners to ensure no double -ups or gaps. <br />► Utility Rebate Savings — Bowen's energy engineers (Teddy Deahl and Brian Stater) have over <br />22 years of utility rebate and grant experience. This experience assisted the City of Huntington in <br />receiving an $80,000 custom utility rebate, the City of Plainfield receiving a $50,000 custom utility <br />rebate, the City of West Lafayette receiving a $56,000 utility rebate, and recently, the town of <br />Rossville receiving a $1,200 utility rebate. Related to your project, Bowen is a NIPSCO Trade <br />Ally. <br />5b) Explain how the Provider plans to offer a Guaranteed Maximum Price, with no <br />change orders, for this project. <br />Bowen's agreement states that we can't drive a change order and our price is guaranteed. We <br />haven't had a contractor driven change order on any of our 100+ Guaranteed Savings <br />Contracts. Bowen firmly stands behind our guaranteed maximum price (GMP). We are able <br />to confidently offer the guaranteed price by working with South Bend and Engineering partners <br />through the design period. Our tried and true approach and process will have the following <br />components: <br />► Establish a Baseline at Concept Level Design: Our group of highly experienced estimators <br />are exceptionally talented at developing high level pricing for projects such as yours. <br />► Refining the Baseline Budget through 30% and 60% design: Our collaborative approach <br />will have our Senior Estimators and Design Assist Manager in the room with South Bend <br />and Engineering Partners for design update meetings. Their responsibility is to listen for, <br />and evaluate changes to the concept(s) and offer solutions, price impact opinions, and <br />alternatives as necessary. <br />
