Explain why this approach is better than <br />other available approaches. <br />Bowen has implemented (8) projects, including (1) GSC project, with South Bend totaling over <br />$23M. <br />1998 - $2.4M Pinhook Renovations (WTP) <br />• 1999 - $5.5M Secondary Clarifier Improvements (WWTP) <br />2000 - $2.1 M Blower Replacement/Generator Improvements (WWTP) <br />2010 - $2.2M Blowers 1A & 1 B Rehab (WWTP) <br />• 2019 - $1.8M Olive St. Filter Improvements (WTP) <br />• 2020 - $4.27M Final Clarifier Improvements (WWTP) <br />2021 - $1.78 Pinhook GSC Improvements (WTP) <br />• 2022 - $3.58M North WTP Improvements <br />Bowen's GSC Value Engineering with American Structurepoint and the City of South Bend avoided <br />multiple shutdowns and provided project savings that were reinvested into significant additional <br />scope (at cost, with no additional fee) allowing the Pinhook WTP to run better than expected <br />when the project was completed. Bowen's success on the above traditional low -bid projects is a <br />testament of our ability to reduce project costs for the City of South Bend. <br />After selection, Bowen will coordinate with South Bend and engineering partners to hold a project <br />kick-off meeting. At this meeting, we will collaborate on our estimating timeline and design goals <br />going forward. At an agreed upon design percentage, Bowen will deliver a Guaranteed Maximum <br />Price (GMP) proposal. Budget pricing, value engineering, and general guidance are all done at risk <br />up until this point in the process, with no obligation to our customers. Bowen has delivered a GMP <br />proposal with as little as 30% design on past projects when needed. We guarantee that the price <br />will not go over the GMP. Bowen will strive to obtain the best prices throughout the entire GSC <br />process. Estimating (GMP development) and Construction. In the estimating stage, the following <br />makes Bowen's approach the best in the industry: <br />► Equipment Lead Time Matrix - The current supply chain is very unstable. Key equipment lead <br />times can play a significant factor in how a project gets built and budgeted. <br />► Estimating Experience — Bowen's estimating team has been fine tuning production numbers for <br />the past 55 years, longer than any other provider. Specifically, Bowen has collaborated on over <br />100+ GSC projects. <br />► Value Engineering — Bowen shines during the design phase by having 94 graduate engineers <br />on staff to help/assist and provide ideas on process equipment with actual costs. This allows the <br />team to make the most informed design decisions. <br />► Mark Up Reduction — Bowen is a Provider, Construction Manager and Self -Performing <br />Contractor that allows us to eliminate or reduce multiple layers of mark up on GSCs. Bowen <br />proposes an 8% fee for overhead and profit on all GSC projects implemented under the <br />South Bend GSC Contract. <br />
