How do you revitalize <br />while you siphon the energies off of a city? I <br />just can't wrap my mind around that. <br />DAVE FRANK: I head an organization <br />called One Voice Now, and I just want to say <br />that our organization has been trying to <br />promote an idea to use the technology that <br />we have so that the people in South Bend can <br />be educated on this issue. The reason that <br />people aren't here is, as George says, <br />everyone's working. Why we are having this <br />meeting right now, I have no idea. I was <br />there when Portage Prairie was passed, it <br />wasn't passed in front of the County Council, <br />such a weird system. It was passed in front of <br />the City Council, which is really strange <br />because if we don't agree with the decisions <br />that our representatives make, we can't vote <br />them off. Our hands are tied. But that night <br />there were about 150 people in line to speak <br />against this project, there were three people <br />who spoke for it, the Mayor, a commercial <br />realtor and the wife of a doctor. The nine <br />people on the City Council voted <br />unanimously for the three people. Which <br />means, 150 people walked out of there <br />disheartened and three people walked out of <br />there happy, which is the opposite of the way <br />democracy is supposed to work. You people <br />were appointed to represent the people and <br />you weren't appointed to represent Luecke, <br />you were appointed to represent the people. <br />If you really want to know about how people <br />feel just ask for a raise of hands right now, <br />how many people are for it and how many <br />32 <br />
