Public Hearing <br />(1) continued... <br />qualitative research preceeds everything else. <br />Find out, go ask the people. Recently we had <br />a Community Economic Forum and I was in <br />a poverty break out session. In that poverty <br />break out session we kind of identified the <br />group that we needed to find out from, the <br />people, what were their barriers, their <br />barriers for a good job, for economic <br />development individually, which then of <br />course builds the community? Now let's say <br />right now, in this community, we have tons <br />of framework for this sort of thing, we have <br />Michiana Bridges Out of Poverty, we have <br />the Community Economic Forum, we've got <br />some really, really good groups. Mayor <br />Luecke is involved in those, Ryan Dvorak is <br />involved in those. We have some good <br />frameworks in place, which is what kind of <br />disturbs me about this right now, but maybe <br />it is a matter of education. When I went out <br />and asked the homeless and disenfranchised, <br />that kind of thing, and I went to the streets, <br />the shelters, etc. to ask what they needed, in <br />terms of what were their barriers, <br />transportation was huge. They can't get to <br />the jobs. We have brakes on that, they can't <br />get to outlying jobs, so they are stuck here. <br />There are barriers in our system that have <br />nothing to do with individual choices. So, I <br />am thinking about this money, and I don't <br />know a lot about that, but I am hearing that <br />it's not transferable, which is interesting. <br />And, I asked the people what were their <br />biggest concerns. Now are you all familiar <br />with Maslow's Hierarchy of Needs? So we <br />are looking at $49M dollars of income, we all <br />29 <br />
