Public Hearing <br />(1) continued... <br />fire, and EMS money out of their very <br />successful TIF district and to the best of my <br />knowledge they've still not been able to pull <br />it off? They've done some maneuvering <br />around like pulling from Uniroyal, and <br />maybe taking some money that would have <br />gone to Uniroyal and taking that out of the <br />TIF so now we can use it... But you know <br />that it's like an almost impenetrable barrier <br />"thou shalt not cross" between capital funds <br />and operating funds. If Mishawaka's been <br />agonizing over this and unable to pull it off <br />all these years, how can South Bend's Mayor <br />be so convinced that, yeah, at any point the <br />TIF can release those monies. Obviously, <br />they're not easy to release or Mishawaka <br />would have done it. So, I think you create a <br />monumental problem for yourselves and your <br />taxpayers in setting up a district like this, if <br />it's perpetual. I know you added that <br />provision about thirty years, but if the <br />Airport TIF is going to be grandfathered, <br />which it may well be, I would imagine <br />anything you add to the Airport TIF will also <br />be grandfathered. I don't think you've <br />created any real ending for it. <br />My final comment is, with gas prices and <br />food prices where they are, is this the time to <br />be diverting future funds and creating future <br />burden for the taxpayers? This is not what <br />they want to hear from you right now. <br />HENRY DAMS SR.: My comment is, we as <br />taxpayers, in the Second District, the Sixth <br />District, on the low end of the totem pole. <br />23 <br />
