We are before you today asking for the first rate <br /> increase in seven years . <br /> Operating with no increase in revenue for the past seven years has <br /> not been easy. During these years we have continued to improve the <br /> wastewater treatment plant operations . We have kept costs down in <br /> various ways , some of which are listed below. <br /> 1 . Systematic automation of various operations allowing <br /> a decrease in personnel . <br /> 2 . Stepped up preventive maintenance. <br /> 3 . Alternative sources for parts , many times having them <br /> manufactured locally. <br /> 4 . Process changes to handle differing loads . <br /> 5 . Ability to accept new customers or handle local <br /> business expansions allowing us the advantage of economies <br /> of scale. <br /> The bill which is filed increases the cost for two user groups . <br /> One, it proposes that the rate for heavy demand substance be <br /> established and be phased in over a period of three years as follows : <br /> 1987 1988 1989 <br /> BOD $0 . 02/lb. $0 . 03/lb. $0 . 04/lb. <br /> SS $0 . 03/lb. $0 . 04/lb. $0 . 05/lb. <br /> P $0 . 25/lb. $0 . 30/lb. $0 . 35/lb. <br />
