This heavy demand substance charge is directed to those <br /> dischargers of large quantities of BOD, SS or Phosphorus . Businesses <br /> and industry can control their costs through strict monitoring of <br /> discharge quality and quantity. <br /> The revenues we expect to realize from the Heavy Demand Substance <br /> Charge for the first three years are as follows : <br /> Industry Surcharge 1987 1988 1989 <br /> BOD 69 , 200 135 , 000 219 , 000 <br /> SS -0- -0- 11 , 900 <br /> P -0- -0- -0- <br /> Secondly, the bill proposes to keep the minimum charge for <br /> residential customers at $5 . 80 .
