The surcharge <br /> shall be computed on the amount of the heavy demand <br /> substance which exceeds the minimum . <br /> (d ) The surcharges are in addition to all other charges <br /> for water and wastewater and for all penalties imposed <br /> by the ordinances of the City of South Bend . <br /> ( e) Surcharges shall be based on actual quantities <br /> discharged for treatment as determined from measured <br /> concentration and flow. <br /> SECTION IV .
