1 <br /> <br /> <br />CSO 022 STRUCTURE IMPROVEMENTS PROJECT <br />SCOPE OF BASIC ENGINEERING SERVICES <br /> <br />A. GENERAL <br /> <br />Commonwealth Engineers, Inc. (hereafter referred to as ENGINEER) shall provide the City of South Bend, <br />Indiana (hereafter referred to as CITY) professional engineering services in all phases of the project to which <br />this scope of services applies. These services will include serving as CITY’s professional representative for the <br />Project, providing professional engineering consultation and advice, and furnishing civil and environmental <br />engineering services and other customary services incidental thereto. <br /> <br />B. PROJECT DESCRIPTION <br /> <br />Project Understanding <br /> <br />The goal of this project is to relocate the throttle line from underneath a building and increase its capacity. To <br />accomplish this goal, the proposed concept is that a new structure be constructed on the 90-inch trunk sewer <br />(RCP) upstream prior to the railroad to establish a new CSO 022 Structure. (It is assumed that the structural <br />integrity of the 90-inch allows constructing a new structure to be cast around the pipe.) The throttle line will be <br />controlled by a surface mounted electric actuated gate based on sewer elevations in the new structure and in the <br />interceptor downstream of the throttle line. <br /> <br />The CITY’s Long-Term Control Plan includes a storage tank upstream of CSO 022 and increasing capacity of <br />the interceptor downstream of the throttle line; therefore, the size of the throttle line needs to be evaluated to <br />assess the size required to facilitate draining the storage tank. As part of this project, only the portion of the <br />throttle line to be relocated will be sized for future requirements. to the existing 24-inch throttle line is to be <br />sufficiently sized to drain the storage tank in the future. The CITY is to provide the future pipe size and <br />flowrate to meet their CSO compliance. <br /> <br />Specific tasks for the CSO 022 Structure Improvements Project are outlined below in the scope of work. <br /> <br />C. SCOPE OF WORK <br /> <br />The ENGINEER shall develop and provide the following services: <br /> <br />Task 1 –Workshops and Project Management <br /> <br />1.1 Three Design Workshops: Workshops will be held at critical stages of the design process as follows: <br /> <br />a. Design Kick-Off / Concept Confirmation Workshop <br />b. 50% Submittal Review Workshop <br />c. 95% Submittal Review Workshop <br /> <br />1.2 Meeting Notes: Complete and distribute workshop notes within seven (7) days of each meeting. <br /> <br />1.3 Project Management: Project management including general correspondence, project updates, <br />invoicing, scheduling, budget maintenance, etc. <br /> <br />Task 2 – Field Work <br /> <br />2.1 Survey: The ENGINEER shall obtain the services of a qualified sub-consultant to provide <br />topographical survey services for the new CSO 022 Structure and Throttle Line Relocation. All <br />topographical survey work will be recorded electronically to Indiana State Plane Coordinates. Location <br />of the 90-inch sewer will be based on record drawings, man entry for confirmation is not included. <br /> <br />2.2 Geotechnical Investigation: The ENGINEER shall obtain the services of a qualified sub-consultant <br />to provide a single sub-surface boring to identify soil conditions near the location of the new CSO 022 <br />Structure.
