Community and Economic Development Committee - <br /> September 25, 2000 - <br /> Page <br /> In response to a question from Dr. Varner, Ms. Leonard highlighted those entities who - <br /> have been recommended for substantial cuts or not to be funded at all which include such as Youth <br /> Development Initiative, Grace Community Center, Reward. Council Member Aranowski noted <br /> that as an HDC Board Member they have discussed the reorganization of the REWARD Program. <br /> In response to a question from Council Member Kelly, Ms. Leonard noted that Greenridge • <br /> Farm Youth Corp, Inc. submitted several proposals however did not submit IRS 501C3 <br /> verification. <br /> In response to a question from Council President Pfeifer, Ms. Leonard stated that there <br /> where many other good projects and therefore Hansel Center was not addressed, noting that the • <br /> request was in addition to the Martin Day Care Center. <br /> Council Member White inquired as to what percentage of the applications where new. Ms. <br /> Leonard stated that she did not have this figure. <br /> II <br /> Council Member King inquired about reserve funding. Ms. Leonard stated that they have <br /> never had a reserve however do use reprogrammed monies if programs do not work out or are <br /> delayed. She noted that $ 486,000 is reprogrammed money in the proposal and was from sources <br /> "all over the board". Program money in 1999 was $220,000. <br /> Council President Pfeifer inquired about the Emergency Shelter Grants (ESG). Ms. <br /> Leonard stated that if a request was not funded last year that they have been proposed for no <br /> funding for 2001. She also noted that they do not want additional projects to be dependent on this <br /> funding. <br /> Ms. Leonard noted that HOME is a county-wide program for Mishawaka, St. Joseph <br /> County and South Bend. It is governed by a Consortium Board which met this morning. There <br /> are six(6) people on the Board, with two(2) representatives from each governmental entity. <br /> In response to a question from Council Member King, Ms. Leonard stated that the handout <br /> represents a first draft which may reflect future changes resulting from the public comment 30-day <br /> period as well as recommended changes from the Mayor. <br /> Council Member Kelly recessed the Committee meeting at 3:35 p.m. <br /> Council Member Kelly reconvened the Committee meeting at 3:45 p.m. Council Members <br /> Kirsits and Coleman joined the meeting at this time along with Cassandra Moran and Sue Clark. <br /> Council Member Kelly noted that this portion of the Committee meeting is scheduled to <br /> review tax abatement requests. He then called for a review of Bill No.No. 00-110 which is a five <br /> (5) year residential real property tax abatement request of Dave Coker for the properties located at <br /> 5117 Idlewood, 5125 Idlew000d,218 North Summit Drive,and 226 North Summit Drive. <br /> Cassandra Moran of Community and Economic Development reviewed her report dated <br /> September 20, 2000 (copy attached). She noted that the petitioner proposes to develop four (4) <br /> single family residences of 1,000 to 1,176 square feet estimated at an individual cost of$ 85,000 <br /> for a total project cost of $ 340,000. The report concludes that the petitioner meets the <br /> requirements of § 2-77.1 of the South Bend Municipal Code 'addressing Single Family Real <br /> Property Abatement. <br />
