4Commttt a art: <br /> Qommunit an4 (economic Vatiorniztit 4Committee <br /> The September 25, 2000 meeting of the Community and Economic Development <br /> Committee was called to order by its Chairperson,Council Member Roland Kelly at 3:02 pm in the <br /> Council Informal Meeting room. <br /> Persons in attendance included Council Members Aranowski, Kelly, King,Varner, White, <br /> and Ujdak; Beth Leonard, Jon Hunt, George Adler, Chrisline Austin, Terry Bland of the $ oltth <br /> WI Irrtbun*, and Kathleen Cekanski-Farrand, Council Attorney. <br /> Council Member Kelly noted that the first item on the agenda was to review the <br /> recommended HCD Applications for Program Year 2001. <br /> Beth Leonard provided a two-page handout (copy attached) detailing the proposals, the <br /> funding request amounts, the 2000 Allocation, and recommendations from the staff on each <br /> proposal. Ms. Leonard noted that the 30-day public comment period on the proposal begins this <br /> Friday and that there will be two (2) public hearings, namely one on October 19th @ 1:30 p.m. in <br /> Mishawaka and one on October 19th @ 5:30 p.m. on the 13th floor of the County-City Building in <br /> South Bend. She stated that the planning and administration maximum is twenty percent(20%) for <br /> a total of$757,200;and that the maximum for public service activities is fifteen percent(15 %) for <br /> a total of $ 567,900. She added that a total of thirty percent (30%) can be spent on "slum and <br /> blight"activities for a total of$4,272,805. <br /> In response to a question from Council Member Kelly on the overall parameters for the <br /> recommendations, Ms. Leonard stated that they review the petitioner's past performance, whether <br /> they are new requests and their capacity to perform, and whether they would be eligible for other <br /> sources of funding from other agencies. She stressed that recipients must be 501C3 organizations <br /> and have proper documentation from the IRS. <br /> Ms. Leonard noted that$ 1 million is proposed for the Dean Johnson Park; and $ 1 millon <br /> is proposed from EDIT for Oliver Plow/Studebaker Corridor with $ 2.4 million for the rest of this <br /> project. <br /> In response to a question from Dr. Varner, Ms. Leonard stated that § 108 loans are not <br /> forgiven and that the Homeless Shelter/LaSalle Rec amount of$ 150,000 is being paid down over <br /> three (3) years. Terms can be structured in many different ways with Hardees being over a 12- <br /> year period for example. <br /> In response to a question from Council Member Ujdak, Ms. Leonard stated that with <br /> regard to§ 108, the City cannot borrow more than three(3) times the total allocation. <br /> Council Member Kelly inquired about monitoring of the various projects. Mr. Adler stated <br /> they work closely with each recipient. Ms. Leonard noted that each has a contract and all agencies <br /> are required to submit claims for reimbursement. <br /> Council Member Ujdak inquired whether these are final recommendations. Ms. Leonard <br /> stated that they are all subject to the 30-day public comment period. Jon Hunt noted that Mayor <br /> Luecke just received the recommendations on Friday. • <br />
