City of South Bend: PE Services for Coal Line Trail Phase 3 (Des # 2201235) in the La Porte District | HWC Engineering 8 <br />TASK 4: BUDGET, SCHEDULE, TRAIL SEGMENTS <br />• A detailed list of permitting needs for the project will be identified, including, but <br />not limited to: <br />• IDEM Construction Stormwater General Permits <br />• DNR Construction in a Floodway Permit (not anticipated) <br />• IDEM Section 401 Water Quality Certification <br />• INDOT Right-of-Way Permit <br />• Following completion of preliminary engineering plans, HWC will identify project <br />elements that will cause extended project timelines, such as: <br />• Utility relocation <br />• Property acquisition or easements <br />• Permitting <br />• Funding limitations <br />• Recommendations for trail segments will be prepared, identifying those segments <br />which can move forward quickly. The goal is to start construction in the first <br />quarter of FY 2026. <br />• For each segment, HWC will also prepare: <br />• An opinion of probable cost, including construction and non-construction costs <br />• A project schedule from design through construction
