Environmental Considerations <br />Cultural Resources: There are no archaeological resources within or adjacent to the project <br />area. There is one historic property listed on the National Register of Historic Places (NRHP) and <br />rated as "Outstanding" on the Indiana Historic Sites and Structures Inventory (IHSSI) and two <br />historic properties rated as "Notable" on the IHSSI. For Section 106, purposes properties rated as <br />"Notable" or "Outstanding" are considered eligible for the NRHP. <br />• Because the project will take place within, or adjacent to, NRHP listed or NRHP-Eligible <br />properties, full Section 106 will be required. <br />Infrastructure: The project ends at the Martin Luther King Park and Recreation Center (Also known <br />as Martin Luther King, Jr. Community Center). The project area is 8,360' southeast of the South <br />Bend Regional Airport. Coordination with INDOT-Aviation will be required. <br />Section 4(f): If any R/W is required from any historic properties, then Section 4(f) consultation with <br />INDOT Cultural Resources Office (CRO) will be required. If there is an impact, and it is De Minimis, <br />the Memorandum of Understanding (MOU) between the FHWA, INDOT, and Indiana State Historic <br />Preservation Officer (SHPO) regarding Section 4(f) impacts to historic resources (Section 4(f) MOU) <br />will be applicable. This would not elevate the Categorical Exclusion level above that for other <br />resource impacts. <br />• If impacts are planned to Martin Luther King Park and Recreation Center (also known as <br />Martin Luther King, Jr. Community Center), 1522 W. Linden Avenue, owned and operated by <br />South Bend Parks and Recreation, Section 4(f) Coordination will be conducted in accordance <br />with FHWA and INDOT guidance as established in 23 CFR 771.135 and T6640.8A. It applies <br />to any publicly -owned park, recreation area, wildlife/waterfowl refuge, or historic property <br />that is listed in or is eligible for the NRHP. Coordination with applicable agencies will be <br />completed to determine the applicability of Section 4(f) for the project. Agencies included <br />in the coordination include INDOT, FHWA, SHPO, and the Official with Jurisdiction (OWJ), as <br />applicable. <br />Waters Resources: There are no water resources mapped within the project area. A Waters of the <br />U.S. Determination and Delineation will be required. If there are planned impacts to a Waters of <br />the U.S., Section 404/401 permits will be needed. <br />Hazardous Material: There are several mapped hazardous material sites in the vicinity of the <br />north end of the project. A Red Flag Investigation will be required. <br />Environmental Document Level: It is anticipated a minimum of a Categorical Exclusion (CE) Level <br />1 document will be appropriate.
