06 City of South Bend, Indiana | Safe Routes to School (SRTS) – Kennedy Academy | February 14, 2023 <br />DETAILED PROJECT APPROACH <br />TOPOGRAPHIC SURVEY <br />For this project, we propose commencing the topographic survey after <br />the feasible and cost-effective pedestrian routes are identified during <br />the upfront work with Volkert, the City and school. Taking this approach <br />will reduce potential re-work or multiple mobilizations, thereby saving time and <br />money during the life of the project. The notice of survey letter mailed during the <br />initial topographic survey phase is often the first time property owners are notified <br />of a project. We take this responsibility and opportunity seriously to get the <br />project started on the right foot. <br />UTILITY COORDINATION <br />Utility Coordination is a key component to this project. Volkert has <br />pulled an 811-design ticket for the project area, and we expect the <br />following utilities to be within the construction area: <br />• AT&T – Distribution (Communication) <br />• Choice Light, Inc. (Fiber Optic) <br />• Comcast North (Cable TV) <br />• Job 8, LLC (Fiber Optic) <br />• Centurylink (Fiber Optic) <br />• MCI (Fiber Optic) <br />• Metro Fibernet, LLC (Fiber Optic) <br />• NIPSCO (Gas) <br />• City South Bend (Sewer, Water) <br />• Windstream (Communications) <br />• Zayo Bandwidth (Fiber Optic) <br />Our utility coordinator for this project is Sara Hutson, PE, PMP. Sara has performed <br />utility coordination on federal-aid projects throughout the state. She knows and <br />understands the process. Based on Sara’s analysis and review of this project, <br />permanent utility relocation’s may be required depending upon the location and <br />route chosen for the sidewalks and new curb ramps. Fire Hydrants and utility poles <br />are often elements that conflict with the new ADA facilities. Analysis of the plans <br />and close coordination with all utility companies will be required. <br />RAILROAD COORDINATION <br />Brian and Sara are both INDOT certified railroad coordinators. We <br />understand the goal of the project will be to not introduce any railroad <br />impacts, however, there are two railroads adjacent to the project area. <br />Norfolk Southern has a rail facility along the southern boundary of the project area <br />and NICTD operates a commuter rail line along the west boundary of the project <br />area. Having certified railroad coordinators on staff will allow our team to quickly <br />provide input to eliminate any potential time delay based on railroad issues. <br />GEOTECHNICAL ENGINEERING & PAVEMENT DESIGN <br />Based on Chapter 107 of the INDOT Design Manual, specifically 107- <br />2.0m this project will likely be eligible for a Geotechnical Waiver since it <br />will primarily consist of sidewalks and ADA curb ramp improvements. A <br />Request for Geotechnical Waiver will be required along with a set of the Stage 1 Plans. <br />Sidewalks will be designed in accordance with INDOT standard drawings and will not <br />require a separate pavement design. <br />Olive Street school entrance: Curb ramps missing Detectable Warning Surface (DWS), broken curb. <br />Linden & Olive: Curb ramps missing, no Detectable Warning Surface (DWS), slopes exceed maximum allowed.
