<br /> <br /> ENGINEERING • ARCHITECTURE • LAND SURVEYING <br />The project does not appear to pose significant environmental obstacles. <br />Public Information Meeting <br />Our team will assist the City with a public information meeting to present the project and schedule to area <br />residents, schools, businesses, and other interested parties. A public hearing is not anticipated for this project, <br />but Abonmarche will assist the City in conducting any public hearings that may be appropriate. We will also <br />communicate and work with Kennedy School on the project schedule and timing. <br /> <br />Maintenance of Traffic and Phasing <br />Maintenance of Traffic, pedestrian and vehicular, often has a significant impact on the public’s perception of <br />the success of a project during construction. Abonmarche will draft a maintenance of traffic plan to ensure a <br />safe project. Detailed pedestrian detours will be prepared to route pedestrians around the construction. <br />Detours will be limited in length and additional ADA compliance measures will be included as necessary along <br />the route. We will work closely with the INDOT Technical Advisory Committee on the evaluation of any <br />problematic areas identified along the pedestrian detour routes to ensure we meet their requirements. <br /> <br />Cost Saving Alternative <br />As part of our recommended approach, we will assist the City to evaluate if INDOT -LPA Design Certification is <br />applicable for this type of project. Design Certification provides municipalities with more decision -making <br />authority and control over managing project design elements. This allows the project design to meet the <br />actual engineering needs of the project. This in-turn saves costs and allows more improvements to be <br />constructed within the allotted budget. Abonmarche will assist the City in their overall sidewalk plans by <br />determining the best use of the grant dollars in conjunction with other funding methods to maximize the City <br />of South Bend dollars being utilized for construction. <br /> <br />Project Management <br />We will work with the City to utilize their recently implemented web based project management software, <br />Projectmates. We will submit schedules, pay applications, and any other pertinent submittals to the web <br />based portal for the project. This tool will allow for the organized dissemination of project information to all <br />involved parties—allowing clear, concise access to the project data throughout the design process. <br />TECHNICAL APPROACH <br />6
