<br /> <br /> ENGINEERING • ARCHITECTURE • LAND SURVEYING <br />TECHNICAL APPROACH <br /> <br />Abonmarche will utilize our extensive experience <br />in project management, surveying, sidewalk and <br />intersection design to create a project that <br />maximizes the benefit for the citizens of the <br />neighborhood. Our plan will cover the main <br />goals outlined in our project understanding to <br />create a project that will improve both safety <br />and interconnectivity. Additionally we will utilize <br />two engineers, Zach and Frankie, to <br />simultaneously work on and design different <br />aspects of the project to aid in the most <br />expedient and efficient delivery of the design to <br />the City and State. <br /> <br />Field Assessment <br />First, we will walk through the entire study area and assess the condition of all sidewalks, ramps, walls, stairs, <br />etc. within the study area. We will identify issues and conflicts that will need to be addressed and resolved in <br />order to reconstruct sidewalks, approaches, ramp to meet modern accessibility standards on a street -by-street <br />basis. Additionally we will review any complaints that the City may have received within the project area <br />relating to pedestrian access to ensure our scope addresses any potential, pertinent problems that may have <br />already been identified. <br /> <br />Preliminary Scope and Budget <br />Next we will develop a preliminary strategy to most effectively use available budgeted construction funds. <br />We will focus on streets and corridors that will likely have the most pedestrian traffic and benefit to the <br />neighborhoods. <br /> <br />Field Review with City Staff <br />After we develop the preliminary scope and budget, we will do a field review with City Staff and present our <br />rationale and recommendations for project scope given the construction budget. <br /> <br />Modify Preliminary Scope <br />Based upon feedback and input from the City, we will modify the project scope and begin the survey and <br />design process. During the design process we will layout the location and geometric details of each curb <br />ramp while ensuring all improvements remain within existing right of way. We will detail the proposed spot <br />elevations, and slopes of each curb ramp and sidewalk to ensure ADA INDOT design compliance. <br /> <br />Drainage and Stormwater Management <br />Whenever infrastructure is installed drainage patterns are effected. Abonmarche has a general knowledge of <br />the drainage system within the City and will work with the community to avoid ponding issues. <br /> <br />Utility Coordination <br />Abonmarche will perform the utility coordination in accordance with INDOT’s policies. Existing utilities are a <br />significant driver in coordination and design of any public works project. Accurate identification and location <br />of underground utilities and coordination with the owner of the facilities are vital in minimizing change orders <br />and keeping costs down and maintaining construction schedules. <br /> <br />Environmental Document <br />The project will most likely only require a Categorical Exclusion Level 1 environmental document. A cursory <br />review of Indiana MAP did not identify significant areas of concern for this project. No wetlands, Section 4(f), <br />Section 6(f), historical structures or sites were identified in a brief review of the project area. We anticipate the <br />project will qualify for a Minor Projects Programmatic Agreement (MPPA) for the Section 106 documentation. <br />TECHNICAL APPROACH <br />5
