Personnel and Finance Committee <br /> September 27, 1999 <br /> Page 2 <br /> Council Member King stated that the City's attempt to negotiate with the NFF is the right <br /> thing to do. However he does not believe that the NFF should get a free pass. He does <br /> not see any downsides at this time to remove the proposed Football Hall of Fame funds. <br /> He believes it would send a clear message of the City's position. <br /> Mayor Luecke stated that the proposed 2000 budget is where he expect to be by the end of <br /> next year. The enterprise fund for the Football Hall of Fame is proposed to have an <br /> additional$600,000;and noted that he will work with the Council and handle the situation <br /> based on what they decide. <br /> Council Member Varner noted that the City's contribution continues to get larger while the <br /> NFF contribution stays the same. He voiced continuing concern that there is no contract <br /> between the City and the NFF. He concluded that the City's share of the contribution <br /> should never be greater than that of the NFF. He further voiced concern that not enough <br /> information is being shared with the Council. <br /> Council President Coleman noted that there are a variety of expectations on this topic. He <br /> stated that all should be hopeful for the best. <br /> Council Member King noted that the City/NFF relationship is evolving and that he is <br /> currently not happy with how disrespectful the NFF officials have been toward the Mayor. <br /> He concluded that the City is not irrelevant to the NFF. <br /> Council Member Sniadecki noted that he does not want to tie the City's hands and if the <br /> NFF exceeds current expectations that the City should reconsider this situation at that time. <br /> Council Member Aranowski stated that he believes that the action by the Council at this <br /> time would be a good business decision; since he would like both the Hall and the Mayor to <br /> succeed. He states that it all boils down to accountability. <br /> Council Member Pfeifer stated that she does not want to weaken the Mayor's hand; <br /> however the community is entitled to know that we are doing everything. Budget <br /> appearances do matter and the Council is just as concerned about this as the citizens. <br /> Mayor Luecke noted that there is a December 31st deadline to pass the enterprise fund <br /> budgets. He noted that Pat McMahon,Dick Nussbaum and himself represent the City and <br /> Mike Fallon,and John Hanson represent the NFF. <br /> Council President Coleman stated that he would like to have a series of meetings to receive <br /> updates, since the process between the Mayor and the NFF will be ongoing. <br /> Following further discussion, Council Member Kelly made a motion,seconded by Council <br /> Member Snaidecki that Bill No.71-99 be recommended favorably. The motion passed. <br /> Council Member Snaidecki made a motion, seconded by Council Member King that Bill <br /> No. 72-99 be recommended favorably to Council. The motion passed. <br />
