ommftt*t Z port: <br /> Personnel and Finance Committee <br /> -Co the Common Cowuti of the tfti' of foutfj 3B*ub: <br /> The September 27, 1999 meeting of the Personnel and Finance was called to order by its <br /> Chairperson, Council Member James Aranowski, at 4:45 p.m. in the Council informal <br /> meeting room. <br /> Persons in attendance included Council Members: Aranowski, Varner, Ujdak, Pfeifer, <br /> Kelly, Coleman, Sniadecki and King;Mayor Stephen Luecke,Jack Dillon, Cathy Roemer, <br /> Tom Skarbek, Kathleen Cekanski-Farrand and Terry Bland. <br /> Council Member Aranowski noted that this Committee has been meeting for the past month <br /> to review the proposed budget for the year 2000. He then opened discussion on the <br /> following Bills all of which are attached: <br /> Bill No. 71-99 An Ordinance Levying Taxes and Fixing the Rate of Taxation for the <br /> Purpose of Raising Revenue to Meet the Necessary Expenses of the Civil <br /> City of South Bend for the Fiscal Year Ending December 31,2000. <br /> Bill No.72-99 An Ordinance Appropriating Monies for the Purpose of Defraying the <br /> Expenses of Several Departments of the Civil City of South Bend,Indiana <br /> for the Fiscal Year Beginning January 1,2000,and Ending December 31, <br /> 2000, Including All Outstanding Claims and Obligations, and Fixing a <br /> Time When the Same Shall Take Effect. <br /> Bill No. 73-99 An Ordinance of the Common Council of the City of South Bend <br /> Appropriating Monies for the Purpose of Defraying the Expenses of <br /> the Designated Enterprise Funds of the City of South Bend,Indiana,for <br /> the Fiscal Year Beginning January 1,2000,and Ending December 31,2000 <br /> Including All Outstanding Claims and Obligations,and Fixing a Time When <br /> the Same Shall Take Effect. <br /> Bill No. 74-99 An Ordinance Fixing Maximum Salaries and Wages of Appointed Officers <br /> and Non-Bargaining Employees of the City of South Bend,Indiana, for the <br /> Calendar Year 2000. <br /> Tom Skarbek provided copies of a revised exhibit establishing maximum compensations <br /> for Bill No. 74-99 (attached)and revised summary detail pages (attached). <br /> Council Member Sniadecki noted that he would like to amend the proposed Bill address the <br /> Enterprise Funds (Bill No. 73-99). He noted that he believes that the City would be in a <br /> better negotiating position if the Football Hall of Fame Fund would be decreased by the <br /> sum of$600,000 which has been proposed by the City Administration. He noted that he <br /> has had the opportunity to discuss this proposal with several Council Members. He <br /> stressed that he supports Mayor Luecke during the negotiations with the NFF and the Hall. <br /> Council Member Kelly noted that he believes such a proposal would weaken the City's <br /> hand during the negotiations. He stated that the City is on the right track and we all need to <br /> support the Mayor. <br />
