Prepare a conceptual layout of the proposed curb bumpout and striping plans along Angela
Boulevard from SR 933 to Twyckenham Drive. Conceptual Layout will be developed in
continuous strip map format using project aerial mapping. Lane configuration will be
according to the project description and is anticipated to include a single lane east bound and
west bound with bicyicle lanes along the outside travel lanes. It is anticipated that bike lanes
will be designated with green shading. Develop a layout for the east approach of Angela
Boulevard at SR 933 to shift the north curb line and the right turn lane to eliminate the current
hatching between the through lane and right turn lane. Evaluate a bumpout in the southeast
corner of SR 933 and Angela Boulevard. Bumpouts, crosswalks and parking areas will be
shown in plan view only, detailed grades will be developed in later design phases.
3. The conceptual layout shall be submitted to the Owner and, if requested, a meeting between
the Owner and Engineer will be held to review the proposed layout.
A1.03 Preliminary Design Phase
A. After acceptance by Owner of the Conceptual Layout Phase documents, and upon written
authorization from the Owner, Engineer shall:
1. Prepare Preliminary Design Phase (60%) documents consisting of final design criteria,
preliminary drawings, outline specifications, and written descriptions of the Project
including:
a. Develop Preliminary Design and Plans for pavement markings, signing, curb bumpouts,
sidewalk, curb ramps and drop off areas from the approved conceptual layout.
Microsurface pavement treatment will be applied along Angela Boulevard from SR 933
to Twyckenham Drive.
b. The Engineer’s Landscape Architects’ scope of work includes the median island planting
design consisting of appropriate street tree and shrub species to replace existing
landscaping for the three island medians within the project limits.
c. Maintenance of Traffic plans to maintain traffic while project is under construction.
d. If required, Traffic Signal Design will be completed for the intersection of Angela
Boulevard & Joyce Drive/Duey Street. The traffic signal design will conform to INDOT
standards and will incorporate the following:
1) Fully-actuated operation utilizing vehicle detection according to Owner’s standard.
2) Pedestrian indications and APS push buttons.
3) Signal strain or mast arm poles based on City of South Bend and INDOT design
standards and aesthetically compatible with other existing traffic signal equipment
within the project limits.

e. If required, design of a HAWK traffic signal for a pedestrian mid-block crossing of
Angela Boulevard between Eddy Street and Joyce Drive/Duey Street.
