Zoning and Vacation <br /> January 24 , 1994 <br /> Page 2 <br /> It was noted that Bill No. 4-94 was amended with the consent <br /> of the Legal Department, with Mr. Pettycord required to <br /> provide copies of a Substitute Bill to the City Clerk's <br /> Office. <br /> Various questions regarding ingress and egress were raised <br /> by Council Member Ladewski; and Council Member Coleman <br /> raised questions with regard to lighting. Council Member <br /> Luecke questioned the abandoned gas station and its <br /> environmental concerns. It was noted that it was the former <br /> Marathon Station and had been vacant for approximately five <br /> (5) years. Council Member Luecke further noted that he sees <br /> the new zoning as a positive step. Jenny Pitts Manier, from <br /> the City Attorney's Office, noted that the Substitute Bill <br /> had been reviewed by Mary Hall Mueller and that it was <br /> acceptable to the City Administration. <br /> Following further discussion, Council Member Duda made a <br /> motion, seconded by Council Member Puzzello, that Bill No. <br /> 94-93 be recommended favorably to Council. The motion <br /> passed. <br /> Council Member Duda then made a motion, seconded by Council <br /> Member Puzzello, that to be Substituted Bill No. 4-94 be <br /> recommended favorably to Council . The motion passed. <br /> The next item to be reviewed was Bill No. 3-94 which is a <br /> vacation request. Mr. Jeff Gibney made the presentation. <br /> He noted that the vacation in question would permit the <br /> development of a Youth Development Center to be known as the <br /> "Charles Martin Annex" . He then provided a map (copy <br /> attached) and a brief history of the area. He noted that <br /> support from IUSB, Notre Dame, and the Art Center was very <br /> beneficial in having this project move forward. <br /> Council Member Kelly saw the project as being very positive. <br /> Council Member Ladewski questioned the payment paid by <br /> tenants, and was advised that the average is $4 . 50 per <br /> square foot with rent ranging from $3 . 40 per square foot to <br /> $5. 00 per square foot. For the record, Council Member <br /> Luecke noted that he works for South Bend Heritage, Inc. , <br /> but would not profit from the proposed development. <br /> Following further discussion, Council Member Duda made a <br /> motion, seconded by Council Member Puzzello, that Bill No. <br /> 3-94 be recommended favorably to Council.
