Y <br /> • <br /> Zoning and Vacation Committee <br /> The Zoning and Vacation Committee was called to order by its <br /> Vice Chairperson, Council Member Cleo Washington, at 3 : 35 <br /> p.m. , in the Council Informal Meeting Room. <br /> Persons in attendance included Council Members: Puzzello, <br /> Ladewski, Luecke, Zakrzewski, Kelly, Duda, Coleman, and <br /> Washington; John Peddycord, Jenny Pitts Manier, Paul <br /> Cholis, John Byorni, Tom Walls, Ray Knead, Jeff Gibney, Don <br /> Porter, and Kathleen Cekanski-Farrand. <br /> Council Member Washington noted that the first item to be <br /> reviewed was Bill No. 95-93 which is a Bill to rezone the <br /> property located at 1512 West Fisher Street. Mr. John <br /> Byorni noted that a site plan is not required. He noted <br /> that both the staff and the Area Plan Commission recommend <br /> the Bill favorably to Council. <br /> Mr. Paul Cholis, the attorney for the Petitioner, then made <br /> a presentation. He stated that the woman who owns the <br /> property is currently a resident in a local nursing home. <br /> The property in question would be converted to a single <br /> family residential unit. He then showed pictures of the <br /> area in question. <br /> No formal action was taken on the Bill inlight of a lack of <br /> a quorum of the Committee. <br /> Council Member Washington then called for a presentation on <br /> Bill No. 3-94 , which is a rezoning request for the property <br /> located at 2403-5 and 2407-9 Lincoln Way West, 1054 Freemont <br /> Street and 1053 North Olive Street. Mr. John Byroni noted <br /> that the Area Plan Commission recommends the Bill favorably <br /> to Council. <br /> In light of a vacation request for one of the properties the <br /> Committee also heard a presentation on Bill No. 4-94 . Mr. <br /> John Peddycord, an attorney for the developer, made the <br /> presentation. He stated that a total of eight (8) lots are <br /> involved for a rezoning which would permit the development <br /> of a Hook's Pharmacy. The building would be 9 , 000 square <br /> feet and wouldThave a forty-eight (48) lot parking area. He <br /> noted that typically there would be two (2) trucks for <br /> delivery per week except at Christmas where the number may <br /> be as many as four (4) . He noted that with discussions with <br /> the City Administration that there would be a three (3) foot <br /> fence requirement which would require a variance and that <br /> the Pharmacy would not be a 24 hour operation. He also <br /> noted that Hook's plans to apply for a liquor license, <br /> however he anticipates a problem in light of a church being <br /> directly across the street. <br />
