CITY OF SOUTH BEND: COAL LINE TRAIL (PHASE IIB) 3
PROJECT APPROACH
KEY CHALLENGES & SUCCESS STRATEGIES - SCHEDULE & CONSTRUCTABILITY
TECHNICAL EXPERTISE & UNDERSTANDING
PIERS & ABUTMENTS
» Verify removal areas &
sound concrete
» Verify new reinforcing
steel – place horizontal
bars on the inside or
outside vertical bars
» Verify epoxy-injected
crack repair & shot-crete
locations above the ordinary high water mark

DECK CONSTRUCTION – DECK POUR DRY RUN
» Verify reinforcement placement is according to plans
» Hold dry run with finish machine – verifies deck depth &
checks reinforcing steel cover depth is greater, but not
significantly more than minimum
» Verify pour sequence – ensures proper beam deflection

PEDESTRIAN RAIL, LIGHTING, SIGNAGE, & AMENITIES
» Verify connection details & conduit placement
» Verify placement & foundation construction
» Coordinate on delivery of stored materials & amenities

TRAIL & APPROACHES
» Verify subgrade meets compaction requirements
» HMA trail connection at Riverside Trail requires review &
approval of QC/QA plan
» Field check the Decorative Sidewalk connection at North
Shore Drive before placing concrete to ensure ADA
compatibility at the sidewalk & the curb ramp
» Verify smooth transitions between projects & existing trail

UTILITY COORDINATION
» Utilities are not expected to be affected by the proposed
construction. However, connecting the drinking fountain
feature will require close coordination with Liz Horvath, City
of South Bend, in order to keep the job on schedule

SITE FURNISHING & DETAILS
» Nick will ensure a licensed land surveyor/engineer performs
the layout of the decoratfve sidewalk, as plans require
» Limestone seat wall, railings, ornamental lights, bollards,
bike racks, drinking fountain, trash receptacles, etc. will
require shop drawings, mock-ups, submittals & approvals
depending on the item
» Nick will work with the City on any substftutes &
certfficatfons and confirm details with contract documents
The special provisions include language highlighting the environmental restrictions and
necessary path to request a time and methods waiver, thus protecting the City against
contractor claims for additional compensation related to building cofferdams or
utilizing a causeway. It is clear this work is necessary to perform the scour protection
measures and the costs should be included in the submitted bid versus requesting a
change order after the fact. Attention to the permit restrictions at the time of bidding
will save the City money and mitigate avoidable schedule delays.
PROJECT ELEMENTS
Many factors lead to constructing a successful multi-use path. Our team delivers quality and avoids potential delays and increased
costs by knowing what to look for before operations begin. Here we have outlined major project elements most critical for success:
CHALLENGE: IDNR Permit Restriction #3, #6, and #23 raises
constructability red flags.

UNDERSTANDING: The permit restricts work in the waterway
March 15 – June 15, July 15 – November 30, and the use of
cofferdams, causeways, etc.; the contractor must expect to
request waivers and plan ahead to complete the project on time.

STRATEGY: If the City’s design team has not already initiated
these discussions, Nick and his team will meet with IDNR on-site
to facilitate the modification request, open the communication
lines, and coordinate between the City, designer, and IDNR.
CHALLENGE: Lead times for the elastomeric bearing pads and
decorative features.

UNDERSTANDING: Continue to keep INDOT and the LPA up to
date on any potential delays to lead time or testing. Based on the
current schedule, there should be no concerns. However, we have
seen some lead times up to 52 weeks on certain items.

STRATEGY: We will discuss potential stumbling blocks up front
with the contractor and, if possible, before the pre-construction
meeting. Recognizing these hurdles and how they impact the
construction sequence is a critical attribute our team possesses.
We will work to ensure these elements are moving as required.
