City of South Bend | CE Services for Coal Line Trail Phase IIB (Des # 2200199) in the LaPorte District | Page 6LAWSON-FISHER ASSOCIATES LAWSON-FISHER ASSOCIATES P.C.P.C. <br />Bridge Scour Protection <br />Class I Riprap will be placed at each pier. Outside piers will <br />require cofferdams as excavation will be required to achieve <br />placement of geotextile and desired depth of Rip-Rap <br />placement. In advance of riprap placement LFA will ensure the <br />contractor will remove debris along the piers and remove the <br />18" tree on the east shoreline. Precaution should be taken to <br />protect the 30" Sycamore tree, also on the east shoreline. <br />LFA will coordinate with the Contractor and City to address <br />access for placement of riprap and cofferdams. It is anticipated <br />that staging will occur near the proposed Riverside Trail Node. <br />Waterway Permitting <br />Tree removals and placement of materials (coffer dam and <br />riprap) in the St. Joseph River will require adherence to time <br />restrictions and permits conditions. <br />LFA is well versed in IDNR Construction in a Floodway, IDEM <br />401 and Army Corp 404 permits and associated restrictions. <br />Our inspectors can rely on our in-office staff should questions <br />or additional contractor permitting needs arise. These permit <br />requirements will be added to the Pre-Construction Meeting <br />Agenda to ensure they don't negatively impact project <br />schedule. <br />PROJECT UNDERSTANDING <br />Bridge Rehabilitation Elements <br />Abutment, End Bent and Pier Beam Seat Restoration: <br /> Coordinate Review of Beam Jacking and Supports <br /> Inspect remaining concrete post removals for required repairs (pneumatically placed mortar) <br /> Prep and Install new beam seats — Ensure Final Plan Elevations for Bearing <br /> Installation of Structural Steel Clean, Repair and Paint: <br /> Review Permitting/Containment Requirements and Coordinate Review of Plan <br /> Inspect Cleaned Surface and Identify/Execute Required Repairs (Pack Rust and Web Section Loss) <br /> Test Paint Thickness and Regularly Inspect Containment System for Permit Compliance <br /> Framing and Concrete Deck with Bridge Railing: <br /> Coordinate Review of Construction Plan for Live Loading Limits <br /> Check Screed and Clearance for Concrete Finishing Machine <br /> Review conduit riser locations for Lighting Base Plates against proposed rail spacing for proper alignment. <br />Bridge Rehabilitation and Scour Protection <br />Work on the bridge includes both superstructure and substructure repairs as well as the addition of new bearings on reconstructed seats, improved abutments, 14-foot concrete <br />deck, decorative railings, and rail-recessed lighting. Additional improvements include sandblasting and painting the existing steel bridge members as well as placement of <br />rip-rap at each pier for scour protection. LFA anticipates coordinating construction loading, waterway permitting, river access and ensuring proper site security measures as <br />described below: <br />Site Security and Access <br />Providing a safe and secure site <br />during construction will be vitally <br />important as bridge work <br />progresses. LFA will work with <br />the Contractor to ensure <br />appropriate fencing and security <br />checks are a daily activity. <br />Similarly, access and staging will need to be <br />coordinated at both Riverside Drive and Northshore <br />Drive as bridge materials and construction activity <br />require. Having LFA as the inspector on both Phase <br />IIA and IIB will allow us to coordinate between both <br />contractors to achieve proper communication for <br />project success.
