City of South Bend | CE Services for Coal Line Trail Phase IIB (Des # 2200199) in the LaPorte District | Page 5LAWSON-FISHER ASSOCIATES LAWSON-FISHER ASSOCIATES P.C.P.C. <br />PROJECT UNDERSTANDING <br />Trail Nodes and Continuity <br />This phase of the project will serve to connect Phase I of the Coal <br />Line Trail with Riverside Trail in addition to connecting Phase <br />IIA, which includes connectivity to the East Bank Trail and SR <br />933 Trail. LFA will focus on pedestrian MOT and construction <br />sequencing between construction of the Riverside Trail Node <br />and the bridge to reduce rework and limit impacts to existing <br />trail use. LFA will bring lessons forward from the Lawndale and <br />Vasser Trail node to ensure continuity between phases. <br />Architectural Features <br />Similar to Phase 1 and Phase IIA, this Phase has <br />various features to enhance user experience. <br />Several items have been procured in advance <br />during Phase 1. This is important as the <br />construction industry continues to see material <br />shortages and backorder delays. <br />The remaining features such as the bike repair <br />station, drinking fountain and lighting will need to <br />be ordered as soon as the contractor is provided <br />Notice to Proceed. LFA will also focus on <br />coordination regarding bolt patterns, foundation <br />locations, water service connections and site <br />preparation work to ensure proper installation of <br />these features. <br />Bridge Rehabilitation <br />A major component of the project is the <br />rehabilitation and transition of the existing <br />bridge from a rail bridge to a pedestrian facility. <br />To accomplish the improvements the contract <br />calls for superstructure and substructure repairs <br />as well as scour protection at the piers and end <br />bents. These work items include rehabilitating <br />the existing steel and concrete, improving <br />concrete beam seats and concrete approaches, <br />installation of new bearings and installation <br />of a 14' Concrete deck with decorative rails <br />and recessed lighting. LFA will also focus on <br />permitting requirements during the cleaning, <br />painting and scour protection activities. <br />Coal Line Trail — (Phase IIB) <br />This is the final section of the Coal Line Trail project that connects the west side with multiple neighborhoods and trails throughout the City and provides greater connectivity for <br />the residents of South Bend. The project is scheduled to let in September 2022 along with Phase IIA and has an intermediate completion date of September 1, 2023, which has <br />been set to complete construction in advance of Notre Dame Football season. Through a meeting with Project Manager Finnan Cavanaugh, E.I. on August 8th, and a subsequent <br />site visit, the following items below are areas of focus to deliver a successful project on behalf of the City of South Bend. <br />PHASE IIB <br />PHASE IIA
